State Prison Escape Arrested in Wyoming Penitentiary authorities were informed yesterday that George Evans, a trusty who escaped from the prison May 22, has been ar rested at Kem merer, Wyo. Evans was convicted in Union county for larceny and sentenced for five years. Lee Holliway. another trusty who escaped with Evans, is still at large. He was sentenced in Malheur county for horse thflt. Canadian Naval Fleet Will Visit Portland The Canadian naval fleet now at the mouth of the Columbia river will be in Portland harbor during the roe festival, accord ing to a telegram received yester day by Governor Olcott from C. C. Railentyne, ministsr of naval ser vice for Canada, with offices at Ottawa. The fleet was invited by the Oregon governor. The tele gram said that the senior officer of the fleet had been instructed to go to Portland. CIVILIANS TO Gl War Department Announces Encampments at Pre sifio and at Lewis PLATTSBURG IDEA USED Men Between Ages of 16 and 35 are Offered an Unusual Opportunity SAN FRANCISCO, Juno 1 Camps tor the military training or civilians, a development or the Plattsburg idea, are to be con ducted this summer at the Pre sidio of San Francisco and Camp Lewis. Tacoma, for men of Cali lornia, Oregon, Washington. Ida ho. Montana, Wyoming. Utah and Nevada. The camps will be conducted by the war department and men or average intelligence and who are physically sound and between the ages or 16 and 3 5 years, are eligible to attend. The depart ment will provide transportation to and rrora the camps, board and lodging, medical attention, uni form, equipment, arms, ammuni tion, laundry, athletics and re creation. Opportunity is Unusual. "Never before has an oppor tunity such as this been ottered the young men or this country," xaid a Mateiuent here announcing tl'e camps. "To spend a month in the open air. to stand with shoulders back and chest out, to make a vacation profitable as well as pleasurable, to meet other Americans on common ground!, to enjoy the comradeship, of pa triotic companions, to learn to fire a rifle, to acquire a keen appetite for wholesome army food to wear the uniform as a oldier should, to fit oneself for service, and to the nation in time or stress." The camps wii; jive instruction ! in the "red." "white" and "blue" courses, which are progressive and designed to prepare a person with no military training for a com mission in the organized reserves. Those completing the "red" and "white" courses will be eligible lor appointment as non-commissioned officers and those complet ing the "blue" course will be qualified for appointment as com missioned officers in the organ ised reserves. Attendance at the camps, it was announced, will not obligate the men for military service in any way. Every effort will be made to safeguard the standard of the citizens' military training camps by encouraging attendance of moral and upright men. A cer tificate of character by school teacher, clergyman, priest, rabbi or civil officers is required by each applicant. Chaplains of pro testant or Catholic faith will be at each camp. Thousands Will Train. Announcement was made that raen interested should write the commanding general of the ninth corps area, Santa Fe building, San Francisco. The Presidio and Camp Lewis camps are the two camps to be roaintained in the ninth corps area, . formerly the western de partment.
