habilitating her Internal financ
ial condition, setting In motion

duction or staples or commerce
utilized in ber foreign trade to
discharge her debt to the United
States. Rolando RIccl. new Ital
ian ambassador, said today la an
swer to an Inquiry. The debt, ac
cord Ing-to the last annual report
or former Secretary ot the Treas
ury Houston. Is ll.S31.000.000.
The ambassador said:
"The following Is my precise
opinion In regard to the American
loans to Italy and the payment
by Italy:
"Italy mut. through a revision
of the accounts, ascertain the ex
act amount or her debt and then
ark tor a convenient period with-
In which to pay it. Otherwise It
would be Impossible for Italy to
rehabilitate her financial con,
dition. i which la the only way
whereby Italy can pay her dbt.
"Italy would naturally ask tbe
preferred nation's treatment that
In case ot a cancellation or par
tial remittance or debt to any
other nation the same treatment
be granted her. Like the United
States. Italy entered the war with
out being rorced to do so by any
aggreslon and while tbe nations
atUcked were In difficult straits.
Italy got nothing except. her
natural boundaries and such boun
daries Italy conquered with her
own military e'fort.
"Italy has therefore a political
ttltnde and a public sentiment
which agree with the political at
titude and public sentiment of tbe
United States. This I think and
hope will facilitate my work."
He expressed confidence In th
success of the efforts being made
to bring about a resumption of
the formerly large trade relatione
between Italy and tbe I'nlted
States, particularly the Italian ex
port trade with this country,
which would be a large ractor In
meeting the financial obligations
of Italy to America.
He Indicated. however. It
would not be possible at first to
apply the proceeds of the sale ot
Italian products Imported Into
America directly towards reduc
tion or the debt to this country.
