Eddy, the battling sena tor from Hoseburg, brought his tremendous ability as a debater into play yesterday afternoon and with tee support of Senators Hare and Joseph, howled over a majority report of the committee on railroads and utilities which recommended against the passage of Eddy a bill to preserve con tracts between municipalities and public utilities. By a vote of 21 to 9, the minority report was sub stituted for the majority report and the bill is now on its way to third reading. The majority report against the bill was signed by Eberhard. Moser. Edwards and Hall, and the minority report by Eddy, Thomas and Norblad. Debate It Mil-Tin. After the most stirring debate heard in the senate at this ses sion, with the 'fight centering around the status of the public service commisrlon. the vote on substitution of the minority re port, wbich had been moved by Eddy, stood as follows: Yes Bell. Dennis, Eddy. Far- rell. Gill. Han. Hume. Jones. Jo seph, Lachmund. La Kollett, Nickelsen. Norblad, Patterson. Porter. Smith. Staples, Strayer, Thomas, Upton, Vinton. Xo Banks.' Eberhard. Ed wards. Ellis. Hall, Moser, Rob ertson. Ryan, Ritner. The public service commission was brought vitally into the issue. He said he had a letter from Ridgeway later than Hume's let ter. Mr. Haylord made a strong plea for united support of the paper mill company and for the security and benefit of investments in us stock.
