Preference shall be ziven to banks in counties here the districts are located The banks selected shall be re quired to give security to the dis trict for the safe keeping ana prompt payment of any moneys olaced on deposit. The security mar be a surety bond or other forms -of securities and these Khali be held by the state treas urer for safe keeping. In event ct failure of a bank havlnr. tbe funds on deposit to make prompt payment when de manded, the state treasurer is authorized and directed to sell any or all of the securities, pay ing the proceeds over to tne treas urer of the Irrigation or drainage district.
