The car shortage is the mo?t seri
ous part of the prob'.em. Fifty per
cent of the cars are not fit to handle
grain with, and cars are in the east

southwest. From ten to twenty per
cent of the old crop is still on the
farms, unable to move, and the new
crop is coming on."

Party Arrested at Portland
PORTLAND. Or.. May 7. Herman
Schultei. 35 years old. who gave his
nationality as Swiss, was arrested
here today on a warrant charging
criminal syndicalism.
The warrant was sworn to by Wal
ter F. Geren. special agent for the
district attorney's office who charg
es that Schulter is a member of and
an organizer for the communist lab

He is being held in jail in lieu .f

To 'Moonshine Whiskey
PHOENIX. Aria.. May 6. Hearing
a hen cackle a short distance from
their house, two ranchers near here
went out to the roadside to look for
the egg. Instead - of an egg. they
found a keg of "moonshine" whisky
which they turned over to the sher
iffs office.
The keg had been hidden in brush
growing 'beside the road. Officials
hazzard a guess . that It had been
placed , there by illicit disttillers and
was to have been taken away by
bootleggers.! Value of the keg's
contents was estimated at 1500.

Prohi and League of Na
tion Questions
ALHANY. K. Y.. May 7. Dele
gates from New York state to the
Democratic national convention at
San Francisco next month will re
commend to the national platform
committee acceptance of a plank
falling for universal disarmament as
a means of establishing jeace on
foundations that cannot be easily
disturbed and of driving down the
tigh cost of living.
A resolution placing the delegates
on record as in favor of such a
plank was adopted unanimously by
inc conference of delegates at the
closing session tonight.
Failure of the conference to go
on record on the prohibition ques
tion or the league of nations
brought charges from Mayor Georcre
Lunn of Schenectady and former Su
preme Court Justice Samuel Sea-
bury of New York that "the issues
were being dodged."
Mayor Lunn suggested that Pres
ident Wilson's administration should
he endorsed and a definite stand
taken on the league of nations. In
seconding the suggestions of Mayor
Lunn Mr. -eabury offerea a reso
lution which, if adopted, would have
placed New York's delegation in op
position to a "wet" plank of any
kind in the national platform. The
resolution sought to have the con
ference declare that the ISth amend
ment "shall be fairly and Justly en
forced, the same as any other am
endment."
Recommendations of the resolu
tions committee accepted by the con
ference as possible planks In the
national platform Include:
Declaration for a wage adequate
to maintain a reasonable standard
of life, including the principle of
living wage for women in Industry
guaranteed and protected by law.
Adoption of an amendment to the
federal constitution prohibiting child
labor.
. Enactment of national-laws for
bidding the employment of women
or children, at night in mines, fac
tories or mercantile establishments.
An eight honr day, or 4 hour
week, and a weekly rest of at least
2 4 hours, which should include Sun
day whenever practicable.
Norman E. Mack, of Buffalo, was
reelected national committeeman
from New York, a position he has
held for 20 years.

Objections Withdrawn
by Japan to Consortium
WASHINGTON. May 7. Japan
has withdrawn all objections to
Chinese consortium and has prepared
a communication accepting tbe terms
as agreed upon by tb fnited States.
Great Britain and . France, the state
department' was Informed today by
the American embassy at Toklo.
The consortium will become ef
fective as soon as the signatures of
officials have been affixed.
The acceptance of the consortium
by Japan ends a two years' effort
by the stale department to provide
for the financing of China by rep
resentative groups f of bangers in
each of the four - treat countries.
Japan has contended that Manchu
ria and Mongolia should be excluded
from the operation of the consor
tium, claiming that It had predomi
nant rights In that territory be
cause of proximity. The United
States, however, refused to agree to
this exclusion.,
The terms of the consortium are
general and each negotiation undir
it will be taken up separately, Ja
pan will have the right to object to
loans for any work she feels will
jeopardise her national life or vi
tally affect her sovereignty. Under
this head, it is said, may be included
the construction of railways Jn cer
tain sections of China, particularly
Manchuria.
The amount of money to be lean
ed, under the consortium has not
been estimated, but the advance soon
of $50,000,000 for railway and other
construction and betterment Is ex
pected.
