vices and shall take over all the du
ties of the other commissioners to
the end that all state affairs shall
be fixed as to the responsibility of

fairs of the people and to forever
end the dangerous and destructive

be the legal depository of all state,

Walter Thomas Mills Presents
Revolutionary Principles
at Labor Hall
- Walter Tbohmas Mills, the one
time temperance orator, addressed
an audience at Itbor hall last night
on the revolutionary principals gov
erning the Non-Partisau league.
This political organization is now
in full control ot the stale govern
ment of North Dakota. Mr. Mills
states that be has been working
steadily in that state during the past
two years, organizing the farmers
and wage earners under this move
ment to take over all the functions
of state government.
He states he is the author of near
ly all of the literature that has been
spread broad-cast informing the pub
lic of the plan of government con
templated by . the organization.
Mr. Mills spoke for nearly two
hours recounting the abuses whic?i
he claims had been Inflicted on the
North Dakota grain growers by

storage rates and market quotations.
He stated that the farmers received
an average of 50 cents a bushel more
for their wheat this vear than the
wouia nave gotten under the old
marketing system.
"State-owned mills are turning ont
flour sold under state guaranty of

of North Dakota is moved Into the
market, the farmers of that state
pocketed $25,000,000 more for their
crop this year than would have come

The banking system, the speaker
asserted, is now fully controlled by

The speaker assured his hearers

talent available and that the state
bank clearances now amount to $1,

Mr. Mills, "anyone with a little mon
ey and enterprise may own his own
home. If he desires to own a farm
the state will ask him to select his
land, and pay one-fifth of the pur
chase price. The state willben loan
him the balance, or four-fifths. He
will be given 20 years In which to
reimburse the state, together with
Interest."
Should anyone desire to buy or
build a home in the city the same

merce club of Portland at Its second
meeting held at the chamber of com
