sons for disapproving the bill are

that Governor Olcott has to obey the
mandates of the Oregon Journal and

litically. The ballot bill was a very
meritorious measure, but the Demo
cratic chiefs were fearful Its enact
ment would hurt the party In this
state, hence their howl of anguish
and, their, crocodile tears for the
rights of the "dear pee-pul". The
bill was proposed by the judiciary
committee of the senate and is sim
ilar to the laws of several of the
states and Is found-unobjectionable

ficial action can be taken. Attorney
General Brown finds la perusing the
Xorblad-Handley-Boan bill passed at
the special session of the legislature
and creating' a commission whose
members are elected by the legisla
ture. The act transfers all the powers
and duties ot the old commission to
the new and attaches the emergency
clause so that the act was supposed
to be effective Immediately upon the
governors' attaching his signature,
which he did during the session. But
In another section the act provides
that the members of the new com
mission shall not take office until
the first Monday In March. The re-
suit Is that the old commission Is
wiped out of existence and there Is
no commission to take Ita place un-

vice commission discontinuing opera
tion ot the demurrage and reciprocal
demurrage rules of the commisslos.
The reason for the order Is that la

sold 1,500,000 loaves of Holsum
bread in 45 towns of Oregon from
Mod ford and Coos Bay points to Har
low . in ' Clackamas county, in 19 lilac-cording
to ligures given by Hoy
It. Wise, manager of the plant, at
the trade tour of the Commercial
club yesterday. The members of the
club, 100 strong, were shown over
the plant and told of the different
processes in making break and were
then guests at a luncheon served by
the bakery.
Mr. Wise stated that the plant was
established in Salem about Ihreo
years ago. having been brought here
instead of to some other valley city,
through the efforts of the Salem
Commercial club. The first year the
output was 700,000 loaves of bread.
The proportionate consumption of
bakery bread was 30 per cent and of
home made bread was 70 per cent
at that time. At present the figures
are reversed, he said.

The plant, said Mr. Wise, em
ploys 23 to 28 persons, depending on
season, and has a yearly payroll of
over $30,000. This money is sent In
from outside sources of revenue and
is not simply a changing hands of
Salem money.
Shipments of the plant are made
by auto truck, railways, and remote
districts by pack horse.'
Following the luncheon Mr. Wire
was given a rising vote of appreciation.
