VOTE THE EVEN NUMBERS AT THE SPECIAL ELECTION . Oreeon is to have a special election a month from tomorrow. Tuesday, June 3. Constitutional amendments and measures connected with the re L A Xf - 1 J , 1 " 1 J 1 t it X construction period are to ne suonuueu xo me voters. . There are nine of them. In Marion county there will be a tenth; the market roads measure, lne statesman believes that the voters should mark the even numbers in all the ten. That is, that it should be a straight ballot that all the measures should carry. They are along the line of reconstruction work; for the upbuild - ing and rapid development of, all Oregon; for provision for the era .ployment of. the returning soldiers; for a greater and better State in every material and moral and educational way. , The ten are as follows: 1. Constitutional amendment to raise the present 2 per cent limi tation of county indebtedness for permanent roads to 6 per cent It imposes no tax. It costs nothing. It merely leaves counties free to act, by their own votes. : 2, Constitutional amendment to allow a reconstruction and in dustrial hospital to be built in some other county than where the seat .of government is located. - r 3. Constitutional amendment allowing -the State to guarantee " - a. x i i m i ' . payniKui ot iiuervsi on doh us or drainage ana irrigations districts. Under the safeguards provided, it will be safe'Aand cost the State little or nothing. - v. 4. Constitutional amendment allowing $5,000,000 reconstruction pona issue. 5. Constitutional amendment for a Lieutenant Governor. , 6. Act for Roosevelt Highway along the coast ; appropriating T4,wv,wu, cuiinugtxiw upon appropriation oi equal amount oy-tne umtea ataies. .Money to be raised by sale of bonds. ; , 7. Act for the $5,000,000 reconstruction bonds. 8. To aid retnfrnintr soldiers to continue their courses in schools 9. State market roads bill; levies a 1 mill tax; to assist eounties m ouiiaing market roads, on a fifty-fiftv basis. 10. For Marion couty only, measure providing for $850,000 jnaraei roaa bonus. SAVING Till: PIECES Government operation of the rail roads has been fairly effective in the clean-up department. This, however, was the result of the official conser vation programme duriog the war It is reported that the salvage sec tion on a single division rounded up 1 00 carloads of waste and junk. Some of this dated back to the days of. the link-and-pin coupler and the yards in every city were combed for debris. It is said that the results of the crusade paid for it several times over, he war and the Red Cross work demonstrated that the waste of waste was wasteful. The things saved from wreckage were wonderful. EX-ROYALTY A Xl IJ1VORCE aome time ago It was disclosed that the former German Crown Prince was seeking a legal separa tion from his wife. More recently it . was reported that the wife had instituted divorce proceedings on her own behalf. As the pair are not living together it is hard to fig. ure uooer existing conditions how ha decree more or less would mat any difference. It would only be a scrap of -paper, anyhow, and the courts are too busy to concern them- eies greatly with the marital af fairs of extinguished royalty Neith- er of them can be blamed for want ing a separation? but let them write out their own decres. What's the odds? Nobody wants to marry them. ? Ever since the. Oregon system was established, The Statesman has either supported or opposed every measure that has been presented to uie people. , We have always lined up. - 4 This time, we hope .without presumption, we will advise our read- cm va vote siraignt; to vote yes all down the line. r We. expect to elaborate on this advice from day to day. up to the nmc ut uie eiecuon. .And, mrtner, we invite discussion. Is auch mid-Victorian reactionlsm. characteristic of our colleges? . ' The reconstruction of the Nation al Guard in the various states has been beguV by the war department offlclala. This organiiatioa was the backbone of the army at the break lnfi out of the war and did valiant service, although there was a dis position in, official clrclel to belittle tne orncers and men. Oversea? Its members did their full duty. The nation will be delighted to see that body of soldiers recreated for the eventualities. Everything la settled at the peace table, excepting the Adriatic ques tion and the sigaing by the Ger mans. It may all be over any mo ment now. Skepticism may be permitted in regard to the alleged discovery of a Paris journal that the Germans are making armored cars in Silesis It is soon for the next war and too late for the last one. The next Republican National convention in 120 will no doubt formjulate a platform of principles that represents, the best thought of the party, but the candidate will not represent a grouch.
