April 10. Hav ing completed Ita course along the north Atlantic coast to New Fouad- land to observe possible landing places for the naval seaplanes dur ing the first leg of their trans-Atlantic flight next month, the . de stroyer Barney has started for home. Lieutenant Commander Bellinger of the naval air service and Lieutenant Stone of the coast guard service, who were detailed to -the Barney as ob servers, are expected to reach Wash ington within a few days to make their report. The name of the port in New Foundland visited by the .xBarney was not made known by the navy de partment. Acting .Secretary Roose velt saying today that It was oao heard of only rarely. . While the de stroyer visited only one place in New Foundland, it is binder-stood that Commander , Bellinger and Lieuten ant Stone went by laud to several other points to determine which would be the best as a "jumping off" place for the seaplanes when they start overseas. No Secret Treaty in Existence With Japanese WASHINGTON'.-April 10. Denial was made today by a state depart ment official of a Japanese press re port asserting that a secret treaty existed between the United States and China. An; exhaustive .search was made of the files of the depart ment for such a treaty and it was said none was found. . According to the Japanese press report, which demanded that this al leged treaty be made public if the secret treaties between China and Japan were published, the agreeme.it was entered Into between tbe United States and the late Emperor Kuanc Hsa and provided that the United States be permitted to build warships at dockyards on the Chinese coast.
