MILK A VALUABLE FOOD.
Milk, the original national health
food, should be a part of every meal.
It la not merely a beverage It Is a
food of great value. Milk alone con
tains all the elements necessary to
sustain life and build the body. Na
ture first gives the Infant milk. The
most important use of milk for. adults
is where It is used, in a mixed diet to
replace more expensive animal food

the maturer years, milk is needed

from 319 cities of the United States
is .65 pints, or just a little over half
a pint, at an average cost of 8.59

consumed In the United States should
be increased and It would not be plac
ing the goal too high to aim at an
average consumption of one pint a
day for each person.
"When we buy food products we
should feel satisfied that our money
has been spent profitably," said
Profeasor Chappell. "The food pur
chased should not only contain a
Targe number of food units for the
money spent, but should be easily di
gested, for any food that is difficult
to digest decreases yln food value.
This decrease in food value depends
upon the amount of energy required
to digest it. For every energy unit
required to digest the food la ques
tion. Its value decreases just that

CONTROL OF BUTTER DEALERS.
Dairymen will be Interested la the
regulations Issued y the U. S. Food
Administration wbiea will exert a
definite control of margins of profit,
commissions, and resales by dealers
In cold storage butter.
It will no longer bo possible for
the dealer to figure the cost of his
goods at the price he would have to
pay to replace them. He must add
not more than the definite margins
specified by the Food Administration
to the actual cost, which can Include
nothing more than the purchase
price, transportation charges if any,
actual storage and Insurance charges.
Interest on money Invested at the
current rate while the butter Is In
storage, and the actual cost of print
ing If the butter Is put Into prints
from tubs or cubes. No allowance Is
made for shrinkage.
Cold storage butter Is butter that
has been held In a cold storage ware
house for more than thirty days.
Maximum margins that - may be
added by the dealer are fixed, but
that does not mean that he may al
ways take the full amount, even on a
rising market. These margins are to
prevent speculation, and are purpose
ly made wide to provide for any case
where the expense may be unusually
high. The margin taken must never
be more than enough to give the
dealer a fair or reasonable prof 1L
The maximum margins are 1 cent a
pound on carloads. li cents on leas
than a carload and more than 7000
pounds. 14 rents on lots from 700
to 1000. and 24 cents a pound on
sales less than 700 pounds.
If butter Is held In storage not ss
than two calendar months dealers are
permitted to add not more than 1
eent a pound and 4 cent a pound
additional for each calendar' month
thereafter, but the total must not
exceed 2 cents a pound la any case.
If one dealer sells to another at a
price higher than prevails on the
open market on which he could bate
bought, the deal will be considered as
collusion and a violation of the rules.
When a manufacturer does the work
of a wholesaler or jobber, the rules
applying In these lines of business
apply to him. The new regulations
specify the method of figuring costs
in such rases.
Commission' merchants cannot
charge more thajt 4 cent a pound for
selling rold storage butter without
violating the food control art or these
rules. This charge must be Included
In the margin allowed over cost-
In general, the butter must be kept
moving to the consumer la as direct
a line ss practicable and without un
necessary delay, and no profits must
come to dealers without correspond
ing service.

tion demanding sacrifices.
Some months ago when certain
sugar restrictions were Issued, the
food administration decided, because
of the abundant milk supply, to per
mit lee cream manufacturers and
milk condensers to nse their normal -1
amounts of sugar. However, the sit
uation has now become so acute that

sugar supply limited to 75 per cent
of normal, and those mannfaetarers '
who make a product containing less
butterfat than specified by their state
standards may get no sugar.
Milk condensers may be allowed to
continue the ese of sugar up to their
normal consumption, but the food ad
ministration win ask factories having
the requisite machinery to make
evaporated milk without sugar In
stead of the sweetened condensed
milk.
