Governor . Wlthyconibe. after a
hearing at his office yesterday, re
fused to Issue extiadltlon paper and
turn, over A. B. Frame to author
ities of the state of Arizona. Frame
was wanted on a charge of perjury
and also ad been accused of the
embet clement of $1200 from a min
ing concern with,. which he was con
nected. The governor based his decision
upon two points. The perjury waa
altered to have taken place about
a year ago and the governor took
the position that action ahould have
teen taken earlier If the cbatge waa
aerioua enough to canse an effort for
extradition to be made. Relative to
the alleged embexileme nt.. the gov
ernor found the records of the com
pany cleared Frame of the charge.
