V STOCK DEALING IS RESTRICTED o ' 1 1 Sales Amount to Only 260, 0Q0 Shares; Sugar Gains Two Points NEW YORK. March 13. In all essentials today's stock market re peated its perfunctory performance of the previous session. Dealings again were limited to utilities and the more speculative issues. Foreign news was ignored .and home advices were without distinct influence. Traders had the field to themselves and initiative in that quarter was lacking. Two of the foremost industrial companies, American Tobacco and American Sugar, submitted their 1917 reports, showing substantial gains In general operations over the preceding year. These exhibits evoked moderate response, sugar gaining two points and tobacco one and a quarter. Steel and Iron shares were steady to firm most of the time in conse quence of the increased output an nounced by the leading mills. Rails moved within an unusually harrow area. jr- Among the weakest utilities were Feoole's Gas. Laclede Gas and Pub He Service of New Jersey. American Telephone was again depressed, but made rapid recovery on denial of ad verse reports. General Motors was weakest of the specialties, reacting four points. ' and General Electric. Prepsed Steel Car, Pullman and Sears-Roebuck recorded extreme losses of 1 1-2 to 4 points. Sales amounted to 260,000 shares. On very light dealings bonds, includ ing liberty Issues, were Irregular. Sales ( par value, aggregated $2. 700,000, United States bond, old issues, were unchanged on call. Corn Prices Are Better; March, $1.28; May, $1.27 CHICAGO. March 13. Unfavora ble weather conditions, together with predictions of a falling off in receipts, strengthened the corn mar ket today after some weakness at the outset. ' Prices closed firm at the same as yesterday's finish to l-8c higher, with March $1.28 and May $1.27 1-8 to 1-4. Oats gained l-4c to 3-8 to l-2c. In provisions, the outcome ranged from 2c decline to a rise of 15c. At fl-'t the corn market was un der pressure from cash interests, in cluding a large elevator company. Bearish sentiment which for the time predominated, was said to be due also to the liberal reserves on farms. At a slight decline, how ever, considerable support develop ed, chiefly through commission houses. Reports of liberal sales to the seaboard helped to lift the oats mar ket. Besides deliveries from farms were said to have lessened. I An unexpected sharp advance in the value of hogs made provisions average higher. Trade" however, was light. MILL FEED IS GIVEN ATTENTION Committee to Look Into Com plaints ; Millers Are Not Obeying Rules WASHIXGTON. March 13. The question of mill feed was reopened today by the food administration, with an announcement that com plaints that seme millers have failed to abide by regulations as to profits will be investigated by a committee headed by Dr. Frank W. Taussig, chairman of the tariff commission, and including a representative of th federal trade commission, a member of the food administration, a rep resentative miller and a representa tive producer. Soaring prices of bran affecting the cot of dairy products, have been one of the most irritating problems of the food administration. The mil lers' committee requested that the inquiry be made, so that" discredit might not be brought on all by the sction of a few. Food .Administrator Hoover a"s,i will refer to the committee when th- personnel is completed, proposed al terations in the milling regulations which experience has demontratei should be changed before next sea son. a i Augusta is making elaborate rep arations for the entertainment of the annual convention of the Maine Fed eration of Women's clubs, to be held in that city the latter part of h!s month. NEW SCALE OF PROFIT IN USE War Department to Have $300,000,000 of New Con struction This Year WASHINGTON, March 12. A rew and reduced ecale of profit per centage has been put into effect -in all fovernment construction con tracts for 11 8. the contracts aver aging one per cent better from thj government's standpoint than thj contracts of last year. Approximately $300,000,000 worth of construction will be done for the war department this year under thi direction of the emergency construc tion division of the war Industries board, which today made public the details of its operations and of the changes, made in contracts. The program this year calls for the building of six4 great terminal and storage areas at Atlantic coast Jorts. approximately 31 Interior or accumulation. storage areas, and per haps six gas and powder plants In addition to the two big powder fac tories already authorized at Nash ville and Charlestown, W. Va. All the contracts have been made ; under the erst and percentage ar- J rangement. with close supervision by rovernment experts. I The older maximum of 10 per cent profit on contracts running up to $100,000 has been replaced by 7 per cent in the new contracts, which follow a finely graded scale of 6 per cent between $100,000 and $500,000; 6 per cent between $500. 000 and $1,000,000, to the mini mum of 2H per cent on contracts of $10,000,000. The old contracts allowed 8 rer rent between' $100. 000 and $250,000 end then 7 per cert uo to $3,000,000. As the hulk of the contracts called for expenditures varying from $1. 500.000 to $3.000. 000v the board de cided that the graduations of the old percentages were not adjusted equit ably. "T- ' Both forms of contracts set a max imum of $250,000 profit on any one contract. The new contracts .limit profit on sub-contracts to. 2$ per cent regardless of the rate paid on the body of the word Major William Statrett, chief of the emergency -construction division, said todav the compenjsation to con tractors in all contracts has been much lower than the average f in peace times. 1 Terminal and storage areas to be built this year at six ports already selected will cost from $12,000,000 to $15,000,000 each for the great warehouse.
