Tbe food administration la consid ering legislation to make the aavlng of wheat compulsory and, has ap proved a bill, drawn by Representa tive Lever, author of the food con trol bill, to enforce wheatless days. Proposals for mixed flour and for a form: of war bread of mixed grains j also under consideration as possible' meaaures to reduce the use of wheat ! flour.. , In preparation for dealing with the situation the food administration has decided to purchase from the mills thirty per cent of their output. . WEATHER FORCES U-BOAT CHANGE (Continued from page J) from a range of fair miles and had fired about thirty sboU' when the American destroyed appeared on tbe horizon, attracted by the sound cf thl guns. The destroyttd opened fire at six miles with the "wonderful American naval guns. Tbe U-boat, however waa lying with the decks almost awash and .therefore, wi a moat difficult target, and "as the American drew in toward her at full apeed, she submerged auddenly. The smoking muzzles of .her wet guns 'disappeared beneath the wave only an instant after their last shots had been fired. 1 " . Merchantmen Safely Earorted. ; The Americana were unable to de stroy the U-boat but the destroyer escorted two of Ihe threo merchant men safely to poft after having res cued 'the crew of the third, which already waa sinking. . If not convoyed.- merchantmen have a small chance against these superior submarines- Little ; fishing v?,se!., whlh the GA-mans do not disdain to attack at every opportuni ty, are 'still helpless. 'Yesterday morning the unarmed Brltishishing trawler Premlerfwas at its peaceful work with nets In the North sea dur ing a blinding snowstorm when a i er submarine suddenly appeared on the surface a thousand yarda off undent two fi-'nrh shelli without warning into the hall of the 90-ton bo.it. ' ' ' ' '' ' The trawler turned turtle from theTrioenc of the exploalon and the crew of twelve men jumpedlnto the water and then climbed upon the overtdmed ' hulk. The submarine came up in leisurely fashion within a stone's throw of the wreck, as if to take the men-off, but seeming'y thought better of th" momentary hu manitarian Impulse and submerged suddenly without a word from any body on board. The crew or tne rawler was rescued . some . hours later..; One man died and the others suffered from exptt.ure. . Hootheaat Ireland Hard Hit. . Southeast Ireland has been thrown Into mourning during tbe last fortnight by the work of sub marines, which have sung two steam- rs. the crews of which were mainly Irishmen, aeventy of. whom perished. The catastrophe is called In Ireland "the first declaration of war by the Germans against Ireland." and has aroused a great wave of indignation throughout tbe Emerald Ule. Ire land also la feelina- the effects the the submarine warfare most acutely owing to a coal famine, due to sub marines sinking recently threes boata bringing to Ireland coal, for wbicja she Is entirely dependent upon England.
