u Morgan of Ohio-
AN APPEAL TO TOUNO MEN. ,
Gen. Moreran, of Ohio, delivered
the openingspeech of the cam
paign at St. Clairsville, Ohio, on
Tnpsd.iv. June 27. It was an ex
haustive review of the misdeeds of
Iiadiealism, in w hich he furnished
the figures to sustain his facts and
the oilicial record for every state
ment. His conclusion was an ap
peal to young men, which will ap
ply to this State, as well as Ohio.
"Before concluding, fellow citi
zens, I wish to have a few words
of friendly counsel with the young
men who have come to age since
the delirium of war swept over
our land in 1801. Young men, a
great responsibility is upon you !
dn a little vhile your fathers will
pass away, and the guardianship
of liberty will be yours. Then
prepare to perform your duty by
studying well the grave questions
of the day. Many of you were
boys from eleven to fifteen years
of acce when the ?reat Confederate
war began, and all that you heard
then and much that you have heard
since, lias been calculated to im
press upon your minds the idea
that the Federal Government
the Union, as we love to call it
was older than the States in fact,
was the creator of the States. The
contrary is true,
an independent
The States had
sovereign exist-
once before the Union was formed.
Indeed, the very word Union sig
nifies the combination of what be
fore existed separately. The
States were independent govern
ments. They agreed to form a
united or general government for
certain purposes which they speci
fied in a written constitution.
They, the States, conferred upon
the Union, in writing, certain pow
ers of a general character to be
used for the general benefit of the
whole people, and for the entire
Union. And all the political
powers not thus delegated were re
tained by the States or the people.
The States form the bulwark of
the liberty of the citizen. It is
States which protect your lives
and property. It is the State
court which vindicates you, when
your rights have been violated by
a neighbor. It is the Federal
court that drags you to Cincinnati
or Cleveland if a tax spy charges
you with having violated the ex-
Ocise law. hen you marry it is
under the law of your State, and
when you are blessed with chil-
dren, they are educated under the
mazo laws, ino states preserve
the Union despite all the blunders
ot the rederal Administration

as by the shock of an earthquake
and two distinct nationalities
would have been formed. Whence
came the soldiers who fought our
battles ? From the States. liy
whom were they organized and

o came the high words of hope and
courage to re-man those who were
- about to abandon the capital of
the Iicpublic ? From the States.
Had there been no States then, we
would have no country worthy of
being called a country now. It
was tne existence ot the States,
the vitality of the States, the in
dependence of the States which

ty which has inllicted France
anarchy, to be followed by desjiot

country is your heritage protect
its institutions, for they alone
stand between you and serfdom

perial empire. To create an em
pire out of free States, is to make
slaves out ot freemen. Are you
ready to cower in the dust like

men on horseback masters?
Grant and the bad men around
him intend to subvert your liber
ties ! Already he has sent armed
columns of regular troops to Xew

in the Sections. At his own re
quest he has been clothed with
greater power than is possessed
by the Queen of England or the
cEmpevor of (k-rmany, At his
mere will he can close your courts
proclaim martial law, suspend the
writ of habeas corpus and take
possession of the ballot box.
During the last session of Congress
a bill was nearly passed .authoriz
ing the President to call out vol
unteers. Volunteers to what ?
To arm one portion of the people
against the other. By the mad
stupidity of party to smother
patriotism, and with the hands of
freemen strangle liberty.

gained his name by wearing the

A short time ago a close-fisted
farmer on Sandy river, in Maine,
died, after devising 1 to his only
son. The old gentleman was duly
buried in the venerable church
yard, which suffered a terrible
washing away by the late flood,
and a short time ago his body was
found opposite his son's place, hav
ing been brought down the river a
long distance When the tender
hearted son was informed of the
fact, he made the touching remark:
"Probably come back after that
dollar !"

repaired, and stock drovers will have no

route. There is plenty ot good grass and
water on this route, and the distance across
is oily 50 miles, being tlie shortest as well
as the best road across the Cascades. Stock
drovers and emigrants will find it to their
