ly revolution, and borne to the !
ground by the enormous weight of
public opinion, they boldly hope to
triumph by treachery, and shame
lessly inaugurate fresh negotia
tions. These negotiations do not
greatly alarm the revolutionary
party, because the great majority
of the American Congress, pos
sessed of more setis1, mow pru
dence, and more honor than the
QExeeutive of Washington, has au
thorized the latter to name a Com
missron composed of enlighted
men, who hall proceed to San
Domingo and there study the po
litical and financial condition of
the Republic.
If Congress is resolved to re ject
the treaty of annexation unless it
ho the result of a universal and
spontaneous vote of the Dominican
people, wt; may look upon it as
impracticable.

armed revolution in this province
of the south, tenacious and invinci
ble, because it defends the cause of
the nation all these are facts

of a people who have sacrificed
everything for independence.
The torrents of blood still reek
ing on the bittle-fiehl of liberty,
the embers of our cities destroyed
by fire, our country desolated by
war, will bring forth in fid I relief
to theoeyes of the American Com
missioners how powerful must be
that sentimentof nationality which
is capable of overcoming thedomin
ion of any foreigner.
What has happened should be a
warning of what may happen.
O AVe will for a moment lift the
veil which hides our past decadence
and our past glory, in order that
the United States of America may
learn the nature of the storm which
is brewing.
AFTER THE FAMOUS SEIGE
of the capital by Gen. Iantana. in
the years 185 7-8, which terminated
in the fall ot the traitor IJaez and
the elevation of the former to the
office of Chief .Magistrate, the Re-
O public began, under the shadow of
peace, to rise from tin; prostration
consequent upon the bloody war
cin which the two parties were con
tending for the control of the public
funds, when a fresh conspiracy by
Raez inspired Gen. Santana with
the idea of annexation the country
to Spain. Party spirit had moral
ly weakened and enervated him,
and he finished his work by burn
ing on the altar of selfishness, the
banner -which symbolizes our
O Series.
Annexation of the Dominican
Republic to Spain was the method
which Gen. Santana thought an in
falliable one whereby to consoli
date peace, to insure the prepon
derance of power to his party, and
to crush his opponent, and it was
an easy one to carry out, because
he possessed the .assistance of an
army fascinated with the success
of Ins sword. The people, already
o corrupted by political partis ui
ship, ipuld oiler only a feeble re
sistance. THE TREATY OF ANNEXATION
insured to San Domingo, on her
becoming a provir.ee ot the Span
ish monarchy, all immunities and
prerogatives grante I to the other
provinces, and it insured to the
Domicians the full enjoyment of
their rights and liberties, and to
the active and retired officers of
the army their full pay and pen
sionj. Everything led to the belief that
San Domingo would live in per-

iect union with the mother country
Spain. Language, religion, cus
toms and character should have
been powerful links wherewith to
unite the twocouutries. It turned
out otherwise. When the reality

on the Domicians, and the result

quences they will be held respon
sible by the whole civilized world?

which their national honor would
be lost, and in which they would
waste 50,000,000 or $00,000,000,
and thousands ot lives.
We trust that the American
Commissioners, consulting the real
interests of their country, will
study the political and financial
condition of this country; that
they will listen to every opinion;
that they will sro into every social
circle, and that, before they furn
ish the report to their Governmert,
they will pay us a visit, in order
to facilitate the accomplishment of
their object. They would do well
to come and study the character
and the aims of the revolution,
and me resources upon wincn it
reckons to spreads-its action over
the whole Republic
The evening after election, Gov
ernor Baker and wife and Senator
Hendricks and wife occupied one
of t he balconies at the Rates House,
Indianapolis, awaiting the reading
of the election returns. During
the conversation, Airs. Ilendticks
making sure that her husband was
the Governor elect, addressed ''Old
Honest," as follows : "Governor
Baker, I am ioing to sleep to-night
