Though the notice given that he was to

was introduced to the audience by Col.
W. L. White. He spoke lor nearly nvo
hours in a masterly style, making every

hearer. Never was there an audience so
completely spell-bound as that which

by Mrs. Frances Fuller Victor, has been
shown to us by the canvassing agent, Mr.
Joseph M. Wolf. From the hasty perusal
of this work, we conclo.de that it is of
great interest to both old settlers and
new ones, for the first, to remhid them of
the early trials of the pioneers of Oregon
and Washington Territory, and the latter,
giving them information of its early set
tlers, and the resources of our young
State and adjoining Territory. The book
is well printed and handsomely bound,
containing 602 pages, with a complete
history of the Northwestern slope, and a
fulfd escription of the country on the line
of the Union Pacific Railroad. Oregon.

book is sold to subscribers only. It is

Fire ix Poiulaxd. At about o'clock
on last Thursday evening, a fire broke
out in the crockery store of Mr. Seller.
Mr. Seller had been opening some goods
received by the bark Live Yankee, and
Caere was quite an amount of straw in ti e
store, and in which, the fire started, but
through the prompt action of the fire
companies the fire was extinguished be
fore much damage was done.

the past week.
Markets. We have no change to note
ia our local market since the last issue.

Relow will be found an Act which has
been intr nluced in the Senate to enforce
theloth amendment. No reader can be
so stupid but what he will readily see
that ir, is an act to establish Grant in the
Presidential chair for all time to come,
and to perpetuate the rule of the bonded
aristocracy. Read it. and then pass it to
your honest Republican neighbor, and
if he is not ready to surrender his inde
pendence as a citizen of a Republic, he
will vote against keeping the Radicals
longer in power :
" An. Act to enforce the Fifteenth Amend
ment to the. Constitution"
Re it enacted by the Senate and House
ot Representatives of the United States of
America, in Congress assembled :
Section 1. It shall be the duty of the
Secretary of the Interior to appoint, or
cause to be appointed, three Cotnuiisaion
ers for each election district of the several
Congressional districts of the United States
to enforce the provisions of the Fifteenth
Amendment to the Constitution. The
said Commissioners for such purpose shall
have the sole right to decide on the quali
fications of all voters who shall offer to
vote for members of Congress or electors
for President or Vice President, and the
exclusive authority to receive the ballots
cast at any such election.
See. 2. It shall be the duty o' such
Commissoners to certify the result of the
election iu their districts respectively, du
ly sealed, to the said Secretary of the In
terior. Sec. .. The Secretary of the Interior
shall certify under his hand and seal the
names of the persons who appear to him
by the aforesaid returns to be elected
members of Congress or electors for Pres
ident end Vice President, and the persbns
who shall receive such certificate of elec
tion shall hold the office or exercise the
authority therein designated, subject to
the sixth section of this act.
Sec. 4. It shall be the duty of the Unit
ed States Marshals in their respective dis
tricts to sustain the Commissioners of
Election herein provided for in the per
formance of their du ies. and shall detail
a suflieient force of deputies to secure or
der at the election herein provided for ;
and in the event of the force of any such
Marshal proving inadequate, the Marshal
shall have the right to call on the nearest,
commanding officer of troops of the United
States to aid such Marshal to preserve
order.
Sec. .". It shall be the duty of the Secre
tary of War to so station the troops of the
United States, immediately preceding any
election herein provided for. at conven
ient points adjacent to the principal poll
ing places of the several Congressional
districts, and in the principal cities' com
manding force of such troops shall be en
camped in the parks or other suitable
places of such cities, at and preceding
any election as aforesaid.
See. (. All questions in regard to the
regularity and fairness of the election of
members of Congress shall be referred by
the Secretary oT the Interior to the House
of Representatives, who shall have exclu
sive jurisdiction theieof. and in like man
ner all questions relative to the election
of electors for President and Vice Presi
dent shall be referred to the President,
who shall appoint a committee of not less
than three suitable persons to examine in
to anu decide all such questions, and whose
decision shall be final and conclusive.
Sec. 7. This act shall go into effect
when Congress shall, by resolution, de
clare that three-fourths of the States
have ratified the proposed Fifteenth
Amendment, and have decreed that the
Constitution is amended accordingly.
