to include and embrace the inhabitants or
subjects of Japan, or of any other oriental
country, known as coolie.-, in the same man
gier and to the same extent as such act and
its provisions apply to the inhabitants and
Subjects of China.

of .Midway Islands, in the Pacific ocean, so

direction of the Secretary of the Navy, if,

azine and laboratory stores, and equipments

For preservation of wood and iron vessels
and shins in ordinary, and for those that
are on the stocks ; vessels for the Naval
Academy ; for purchase of material, repair
of vessels, and maintenance of the navy
afloat, two millions live hundred thousand
dollars.
For pay of superintendents and the civil

For pay of the superimendents and the
civil establishment at the several navy yards

repairs to public carryall; purchase and re
pair of harness; purchase and repair of
handcarts and wheelbarrows; scavengering,
purchase and repair of galleys, cooking
stoves, ranges; stoves where there are no
grates; gravel lor parade grounds; repair of
pumps; furniture for stall" and cuiimand
ing officers; brushes, brooms, buckets, pav
ing, and for other purposes, titty thousand
dollars.
Sec. 2. And be it further enacted,
That each and every seaman, ordinary sea
ma", or land-man who shall perlorm tne du
ty of a fireman or coal-heaver ou board of
any vessel of war shall be entitled to and
shall receive a compensation at the rate of
thirt7 three cents per day for the time they
shall thus be employed as firemen aud coal
hearers, and which shall be in addition to
their compensation a9 seamen, ordinary sea
men, or landsmen, as aforesaid.
S c. 3. And, be it further enacted.
That so much of the first section of the ' Act
inskiBg approprations for the naval service
for the year ending the thirtieth day of June,
one thousand eight hundred and fifty-three,"
as declares that the salrry of the secretary
of the Naval Academy shall be twelve hun
dred and fifty dollars pr annum be, and'tlie
same is hereby, repealed; and the salary of
the said seci eta y, Jrom and after the thirti
eth day of June, eighteen hundred and sixty-
eight, shall be at the rate ol fourteen hauai ed
dollars per annum.
ISee. 4. A nd be it fxitther enacted.

America in Congress assembled,
Ttiat it shall not be lawful for any officer
of the government, member of Congress, or
other person mtitied by law to the fra:iki:ig
privilege to exerci.-e said privilege otherwise
than by his or lier written autograph signa
ture upon the matter franked; and all letters
or o her mail matter not thus franked by the
written signature of a person entitled by law
to exercise said privilege, shall be charged
with the rates of postage which are wow, or
may be hercalter, estaolishee by law.
