The Dalles Daily Chronicle. THURSDAY DEC. 26. 1901 SHOULD BE CAUTIOUS. Tbe Spokesman -Review g:ves this timely advice to Portland: I "In planning for the Lowis and Clark exposition, Portland will do MO to consider tbe words of wisdom in tbe message of the governor of Virginia recommending a celebra- tion to commemorate tbe 30tb anni- veraary of the founding of the James, River colony. He urges the legisla- tare to 'avoid tbe rocks and sboals that have been disastrous to other exhibitions' and advises strongly against extravagance in grounds anil e , buildings. He says that all exposi- tions are more or less alike, and that the public has had enough of gorgeous displays. What Virginia wants is a nmntiol nrcsentaiion of what the state wants the world to see. "Portland should follow this advice unless it wishes to dd another to the long list of expositions that have been . financial failures. lOO mnch money has been expended in buildings and displays and too little in exhibits, for showing off which expositions are really projected. Beginning with New Orleans and Atlanta, when tbe nut lav for grounds and buildings was j , small compared with that for some of j the later affairs, the losses have been heavy. Buffalo was a fineepectacle, but tbe treasurer's reports show that it entailed a heavy deficit. It also predicted that Charleston will be un able to make ends meet when tbe time for accounting arrives. "Portland can make its exposition an artistic and financial success without going to the extravagance that has distinguished tbe efforts of other cities. It should not aim too high in making its landscape, architectural or electrical display. It may secure artistic beauty and natural effects without throwing money away, and that will give it all the more to show in a fitting manner what progress bas been made in tbe great country visited by tbe two explorers of a hundred years ago." THE SEW SECRETARY Governor Shaw of Iowa, who bas , oeen onereu me posi ui aecreutry ui the treasnry, bas not the reputatioc in toe nnanciai woriu mai nas oeen enjoyed by Lymp J. Governor Shaw will follow a sec retary who might be fairly called an expert, but that is no reason wby be may not perform the duties of the office as acceptably as bis predecessor hasdofte. In some rP-nU It l,a)1 of ten been thought better not to have a national banker at the bead of tbe treasury, ft does not follow, neces- trily. that such a man would divide loyalty between the government and the bank, but there might be occasions when his interest in the success of , . . . .... ,.A DaoKing insiitutions generally might lead him to conclusions that would not be accepted by others who bad . i.j , i , . not been associated with practical basking. Perhaps be may be; surprised that President Roosevelt is j not the executive to stand upon ceremonies where justice is demanded. He will surely find n way to be rid of mischievous officials. Tbe recent j severe censure of Gen. Miles by Sec. , Root was prompt but was notoriously dilltory on the part of the navy ' department in deferring the removal I of Maclay, the author of tbe present ; mischitr.
