A DEVILISH DEED,
The dastardly Attempt to kill Pro

can exposition grounds yesterday
afternoon has startled the DfttiOD,
and merits nod receives the severe?',
condemnation of all classes of people.
That in this country, where the
greatest freedom prevails, and where
any native-born citizen may be
elected president of the republic,
there is a class of people so viciously
incliued that the chief magistrate i;
in danger of assassination in open
daylight, in B public place whore
thousands congregate, is a condition
of affair- that i very patriot Will deep
j deplore. When assassinations have
happened in monarchical Europe,
where the ruler had unlimited sway,
the acts have boon severely con
demned by all law. abiding people.
whether citizens of republics or sub
jects of a monarchy or empire. The
murder of the Czar of Russia by
nihilists, and the more recent assas
sination of good King Humbert of
Italy caused waves of indignation to
pass over the world, and there were
few if any apologists for these das
tardly and cowardly crimes. How
much more inexcusable is the act of
this fellow Neiman, a citizen of a
republic, where constitutional safe
guards make the president we will
not say ruler absolutely powerless
to commit or redress any wrong
under which the people mav suffer.
When Abraham Lincoln. than
whom no American occupies a higher
place in the affections of our people
was shot by Booth, the country had
emerged from a bitter, prolonged
fratricidal war. and animosities be
tween the North anu South were in
tense, sufficiently to so unbalance the
mind of an erratic actor that caused
him to strike the fatal blow a, the
best friend of the South, and when
crazy Guitteau tired bis pistol at the
lamented Garfield, there was a bitter
strife between factions that supplied
the motive for the act of the lunatic.
There was nothing in the administra
tions of either President Lincoln or
President Garfield that would furnish
the least excuse for the acts of Booth
or Guitteau. and the only cause that
can be assigned was the bitter ani
mosity engendered by the civil war
in the first and the intense factional
feeling ic the second: and these could
not have possibly impelled any sane
man to commit the dastardly deeds.
The third attempt at assassination
we hope it will not be successful
was during an era of unexampled
prosperity and peace, when good
feeling pervades all portions of the
country, and therefore the least ex
cusable of any.
There is one consolation to the
American mind, and that is Neiman
is a foreigner, both as regards na
tionality and race. It is u matter of
which Ang'o-axons may feel proud,
that there have been few assassins
claiming consanguinity with them.
As Americans we believe in an open,
determined tight : but when the battle,
political or otherwise, is fought and
won, we reach out the oer: hand
and raise our enemy to hi- feet, and
may even consider him our future
friend.
The act was undoubtedly the eftect
of the pestilential teachings of au
Aroblstt, vrbo have sought and found
an asylum under our fiee institutions,
when they have been emitted from
the political cesspools of Europe,
their breeding'pla ies. hir laws can
not lie too stringent against immi
grant classes, and we ibould give
UOmUUkable warning to all, that
while we welcome to our .shores the
honest and oppressed of all nations,
we have no tolerance in our institu
tions or room in our country for
those infected with the leprosy of
anarchy. They are daugerous classes
to all forms of government, and the
gates of Castle Gardeu should never
swing open to them. Political lcp-1
rosy is worse than physical leorosy.
It is a direful contagion, more dan
gerous in free than in despotic
countries, and shonld be stamped 1
out obliterated, by any and nil
means. J
If Mi. McKinley has made mis
takes and we do not say he ha-
they have proceeded from a kindness
ot heart and purity of motive, which
should endear him to the people. A
man of unblemished character in his
private and social relations, a patriot
of patriots in his public acts as con-'
gressmao, governor and president,
and displaying a high quallt of
Statesmanship in the management of
international affairs. his name,
whether he lives or dies, will be
classed in the lisL of great Americans.
SEWER NOTICE.
Notice is hereby given t':Ht the Com
mon Council of DalleeCitV, by ordinance
regularly enacted on the 4:h day of Sep
teuifiar, 1901 has determined to con
struct w hat is known as the Court street
sewer, and to proceed with trie con
struction tliereo; at one.
The territorial district to be drained
and sewered ny said eewer subject to
the exemption therefrom of anv portion;
thereof, which, upon the heariug here
inafter mentioned, may be shown or de
termined not to be benefited by said
sewer na? been, preliminarily, determ
ined and declared by said ordinance to
be as follows, to-wit . All lots and
blocks included within the territory
bounded by Main or First street, Wash
ington street, Seventh street and Court
street in said Dalies City; aleo the eas!
ball of all lots and biocks included with
in the territory bounded by Second
street, Court street, Seventh street and
Union street ; also block 4. in Dalles
City proper, end block A, in Trevitt's
additi n to Dalles City, and lot 1 in
block li, Jiiyelow's addition to Dalles
City.
For the purpose of determining what
property within laid territorial district
will be benefited by aid sewer and the
proportionate coat thereof to be assessed
against the different properties bene
fited thereby, a meeting of the Common
Council of Dalles City will be field at
t tie council chambers on Tuesday, the
1 7 1 b day of September, 1901, at the hour
of 8 o'clock p. in., which meeting will
be continued and ad lurned from time
to time until all interested parties shah
have been fully heard in said matters, at
which said meeting till interested parties
and all owners of real estate within said
territorial district above mentioned, are
hereby required to appear for the pur
pose of being iieard in relation to the
settlement and determination of the
matters hereinbefore mentioned.
