With him there has been D)ne of the exclusiveucss in sisted on by former Chinese min isters: he has traveled over the country, studied its conditions, talked wiUi its people and carefully examined its institutions. Perhaps there is no other foreigner in the United States better posted on our government and its history, progress and customs than Minister Wu. He b.is gained all this information by making it a business to get it Brst hand. He has gone out amonc the people and made himself as much of an American as was possible. He has given interviews to the papers: he has written on his own country for the magazines and prepared articles giving his impressions of this country: he has attended public gatherings and spoken when called upon: he has delivered a memorial address on General Grant and made a Fourth of duly oration: he has been a guest-of honor at college com mencements and favored school graduates with good advice: he has talked at the banquets of business men and presented his ideas on re ligion before church gatherings; he uses an automobile, attends baseball games, whirls in the waltz and has tried his hand at golf. His study of America, its people and customs has been comprehensive and thorough. A knowledge by men like Minister Wu of western institutions can but have its effect on the working out of China's destiny. The recent ad vancement by Japan is due in some measure to the opening of tbst country to Caucasian influences, and it is probable that similar results will follow as the Chinese become better acquainted With western ideas. The organization of political parties id the Philippines is a good sign. It shows that the natives are not only accepting the situation, but that they are learning American ways. The Philippines have room for two big and intelligent parties, and the sooner these are formed the better it will Lj for the islands. The Americans are anxious to give the islanders all the home rule which they can stand with benefit to themselves and the United States. The parlies which are being formed will help to disseminate American political ideas among the Filipinos and enable tbe United States to grasp the drift of sentiment in the islands.
