Whether brave words will result in diminish ing the number of these tmibarous acts remains to be seen. From the repetition of atrocities recently it might be thought that the practice of dealing out illegal punishment is on the inert use. but there are signs that matters are improving, even if tb country is startled at times by the reports of lawless executions at the stake. The number of persons lynched is 4till large, and this year will probably be larger than it was last year, for in tbe first six months of 1901 there have been seventy-nine cases as com pared With 115 for 1900. But tbe proportion of hangings of negroes has steadily increased during the last two years. l or instance, last year out of eighty hangings in the south forty-nine were colored men. while to date '.bis year out of seventy-nine hangings in tbe south fifty-four arc of colored men. A few years ago tbese 103 colored men would probably have been lynched. These figures would indicate that the respect for the law Is skwiy growing in the south. The strong words of several state governor alsi go to prove it. Governor Logino of Mississippi recently denounced the mob murders that had been com mitted in his state and Governor Jones, of Alabama, not long ago de livered an address before the state constitutional convention on the amendment giving '.he executive P'.iwer to remove a sheriff who fails to do bis duty in protecting a prisoner against mob violence. He did not mince matters, saying among other things: These mob executions ore brutal izing our children, blunting our re ligion and undermining our civiliza tion. C an any one in the sound of my voice rise up and say that this is not so: We are undermining all noble ideals of duty and manhood. "When we surreuder to any locai public opinion, which dominates in some places, that a sheriff is not bound to lake any risKS even to loss of life or limb in defense of a prisoner, we abdicate all our past and bow down and worship false and base standards of duty. Why should not tbe sheriff die at hi? post as well as the locomotive engineer, or the priest, or the doctor or the soldier.- We are setting a baleful example to our young sous, wno are coming up around us. if we teach that when a prisoner is given to an oflicer that Officer is fret to desert his post of duty because there ruay be danger in It.
