PHILIPPINES' NEW
TARIFF FRAMED
flic War Department Fixes Duties on
Philippine Imports Advantageous
to United States Goods.
New Yorn, July 8. The new Philip
p:ne tariff" has received its finishing
touches at the war department, the
Washington correspondent of the Tri
bune reports, and it will be sent to Gov
ernor Taft in a day or two. It is expect
ed it will be promulgated early next
month to go into effect immediately.
An important provision affecting goods
in transit has been included, permitting
consignees to declare all imports which
shall arrive in tbe Philippine-! within 60
days alter the taiiff Is put into opeiation
either under ttie old schedules now In
use or under the ne duties. After that
period ttie old military customs revenue
law, founded upon Spanish law, will for
ever cease, and the new svstem, designed
especially to promote United States
trade, will take its place.
The new law is expected to produce
annually (15,000.000 revenue for the sup
port of the insular government and to re
duce materially imports from all coun
tries except the Unitet States and Spain,
particular attention baviug been given
to tiie incidental protection of Philip
pine industries against rivals in the
Western Pacific and Indian Ocean. Tbe
government at Washington and the com
mission at Manila have bren working on
the new tariff since last August, and now
that full agreement has been reached, it
is expected ttiat congress at its new ses
sion will approve t Be schedules without
modification and put them into the stat
utes. Camping Near L Granite.
La Grande, July 8. The Eastern Or
egon independent brigade, O. N. G. is in
camp, at Camp Summers, about two and
a half miles east of La Grande, and about
half a mile from Island City. It is not
the beet place in the world for a military
camp, so far ae bodily comfort ie con
cerned, hut as a business proposition, it
is sucese. It is not a pleasure reeort,
but their is ample room for drill, and
the soldier boys are given all they want
to do. It is all right as a military tchool,
and that is evidently what Major Mead
had m mind when hj rejected the Site
for the camp.
Major Mead who is in command of the
brigade says the boys are doing nicely,

Muir.
The cavalry troop was due in camp
Saturday evening, but the march was
longer and harder than anticipated, ow
ing to the circuitous route the troops had
to take, and La Grande was not reached
until 1 :30 yesterday afterooou. The
troops came in with Colonel Jackson, in
speclor general, riding at the head, with
Captain Muir, in command.
The troops will remain until Thurs
day noon, when they will break c-tmp
and return home.
Camp Summers was named in honor
of (ieneral Summers, of the Second Ore
gon. Colonel Jackson's ride from Sump
ter is rather remarkable for a man of 67
years of age, but he stood it quite as well
as many who are from 25 to '.id yeras of
age.
