twenty-four members of the senate and
fifty-six inemhera of the house pres-ent,
ten senators and twenty-four rcpiesenta
tlviiH being nlment. When the senate
adjourned tonight it had accomplished
a considerable portion of I he work tor
which the extra session was called.
The judiciary com in it tees of each house
held a joint meeting thin morning and
agreed to recommend the following course
of action :
First That the Hands law, which pro
vides (or the execution of condemned
uriminals in the penitentiary, shall be
repealed before it goes into effect Thurs
day. Second The enactment of a law em
bodying the essential principles of the
Rande law, but containing a Having
clause providing for the execution of the
criminals already condemned under the
old system, viz: in the jail and by the
Hheriff of the county wherein the crime
was committed.

MCKINLEY IS NOT
A CANDIDATE
In Signed Statement, the President De
clares He Would Refuse Nomination
If Tendered Him.
Washington, June 11. The following
statement has been given out at the
White House:
"I regret that the suggestion of a third
term has been made. I doubt whether
I am called upon to give it notice. But
there are now questions of the gravest
importance before the administration
and the country, and their just considera
tion should not be prejudiced in the
public mind by even the suspicion of the
thought of a third term. In view, there
fore, of the reiteration of the suggestion
of it I will say now, once for all, express
ing a long-settled conviction, that I not
only am not and will not be a candidate
for a third term, but would not accept a
nomination for it if it were tendered me.
"My only ambition is to eerve through
my eecond term to.the.acceptance of my
countrymen, whose generous confidence
I so deeply appreciate, and then, with
them to do my duty in the ranks of
private citizenship.

Washington, June 11. President Mc
Kinley's official announcement this
morning disposing of the third-term idea
suggested by some of tiis admirers created
no great surprise among his friends, who
have known his deep convictions on the
subject. When Senator Depew's sugges
tion ten days ago that the president
should be re-elected for a third term be
gan to be seriously discussed and when
several of the president's friends felt
called upon to indorse the idea, the
president decided that the public mind
should he instantly cleared of even the
suspicion that lie was seeking to break
down the precedents of the past by be
coming a candidate for another term.
The president broactied the subject to
Secretary Long late yesterday afternoon.
He told him that he believed an an
nouncement at the very inception of tne
discussion would be wise, and last night
officially informed the members of the
cabinet, who had been informally called
together, of his decision. It met with
hearty approval. There was unanimous
concutrence in the belief that discussion
of a third term for the president, if al
lowed to go on, would not only place the
president iu a false light before the
country, but would arouse antagonism
and would badly embarrass the adminis
tration iu the solution of the great
questions before it.
The brief announcement which the
president had prepared was given out by
Secretary Coitelyou today.

Abtouia, June 11. Reports from all
narts of the river today are to the effect
that the run of fish is much better, and
with every reasonable right to believe
that it will continue to increase, as the
river is falling aud getting clearer.
A letter was received today at the
master fish warden's ottice from Special
Deputy E. C, Greentnan, who is out on
tour in search of desirable sites for
salmon hatcheries and eyeing stations.
The letter is written from LewiBtou,
Idaho, and 6tates that he has made a
careful examination of the Powder,
Touchet and Deadmau's rivers and found
that none of these are suitable for the
purpose. He states that he has received
information of a number of streams in
that locality In which salmon are said
to run during certain times of the year,
and that he would make an examina.

For the firemen' tournament at
Heppner June 11th, 12th aud 13th, the
O. R. & N. Co. will make a rate of one
and one-third fare for the routrl trip on
the certificate plan; provided, however,
fifty or more paying passengers of not
less than 50 cents each have been in at
tendance, Under these conditions dele
gates, or members of delegates' family,
that have paid full fare to Hepp
ner, will be returned at one-third fare
on presentation of certificate to our
agent at Heppner on or before June 14th.
