the Tribune from London save: It is
rumored that the delegates of the New
York Chamber of Commercs will make
a large subscription to the Queen Victoria
memorial hind before they leave London.
The enterprise needs an Impetus which
would be Imported by foreign sympathy,
for interest In it is lagging here owing to
criticism which the generul scheme of
the memorial has excited on its artistic
side. The American delegates have been
discussing the expediency of forming a
committee for helping on tho woik and
converting Borne portion of it into a dis
tinctive American memorial. .

Bourne, who was inown as the "Pioneer
of Unconditional Abolition," is dead at
tho home of his daughter in Montclair,
N. J aged 82 years. During the Civil
War Mr. Bourne was an ardent Unionist,
ami his songs and poems won (or him
the title of "Poet of Freedom." He was
one of the early promoters of the re
publican party, and was an intimate
friend of Horace Greeley.

CUBANS MAY REPENT
Administration Hopeful That It Will
Accept the Amendment In
structions Sent, to Wood.
Washington, June 7. The cabinet
was in session over two hours today die
cussing the Cuban and Philippine Mma
tions. A communication has been re
ceived from Governor-General Wood in
regard to the prospect for the uncon
ditional acceptance of the Piatt amend
ment, but it9 contents are not made
public. It can be stated, however, that
there ie a hopeful feeling in administra
tive circles that after the first soreness
wears off the convention will see tho
wisdom of accepting the terms of the
amendment. The answer to General
Wood to be sent and the language of tho
communication was under consideration
today. Meanwhile the status in Cuba
is to be maintained. No action looking
to the calling of another convention is
contemplated if the present convention
should decline to accede to our terms.
The programme looking to the estab
lishment of civil government in the
Philippines is being formulated in the
shape of an order which is to be pro
mulgated ehortlv. It is said that there
is no definite conclusion as to whether
the powers of the civil administration ,
will be exercised under the general war
powers of the president or the power
vested in him by the Spooner amend
ment. That, however, is considered a
matter of detail. The main point is that
the civil administration, which will le
confined largely to the municipalities',
will be vested in the head of the Taft
commission and such other officials as
may be designated, and that they will
exercise their functions subject to the
direct authority of the secretary of war,
to whom all reports will be made. Civil
administration under military super
vision, such as is contemplated, is said
not to be anomalous, and the civil gov
ernment in New Mexico and the South
ern States during the early stages of the
reconstructian period are pointed to as
being substantially analogous to what is
proposed in the Philippines.

Washington, Juno 7. Mrs. Mc
Kinley'a physicians were, in consultation
over an hour this forenoon and at 11 :45
o'clock the following statement was
issued :
"Mrs. McKinley's physicians state
that her condition is about the same as
reported yesterday. There has been no
material change in the past twenty-four
hours."
The examination of Mrs. McKinley's
blood, which has been made under the
direction of attending physicians, showed
negative results, there being no evidence
of blood poisoning. This is only one of
the various examinations that are being
made by the physicians to determine the
character of the illness of Mrs. McKiuley.
The blood was taken from her arm last
Tuesday.

Manila, June 7. Gen. MacArthur
today received a document from Gen.
Cailles, the Filipino general who pro
claimed himself dictator after Aguin-
aldo's surrender, proposing terms of
peace. The document was brought here
by Senor Doucel who has been In Ley on
province for some days trying to induce
Cailles to surrender. Just what terms
the insurgent leader proposes cannot be j
learned.
