VICTORY FOR
EXPANSION
Policy of McKiuley Administration
Splendidly Vindicated.
New Yobk, Muy 28. Former Altorney
General Griggs, in uu interview on the
Hupronio court Porto Rico decisions,
euid :
"It in a splendid victory for tho nd
miniHtrution cm tho vital principle of
expansion. It it) unnecessary for me to
miy that I urn thoroughly satisfied with
tho result. It is ii elour-eut victory for
tint govuinmont on tho only ruully im
portant point involved.
"Three dmtinct cluHses of notion were
involved; one protesting uguinst tlici col
leotingof turiU's upou iniportslfrom Porto
Rico ufter the date of our armed ocou
pimcy of the ittland mid before the date
of the ratification of the treuty of pence;
another protesting against tarill'uharges
cm imports between thu rutilicutiou unci
the passage of the Foruker net, and n
third attacking the Foruker luw as un
constitutional. "The decision scores u victory for the
uduiiniHtrution in the Hrstof those classes
unci upon tho all-iniportiint third. Tho
unti-udmlnistrutlon party wIiib in tho
second clusa. That triumph is a mere
matter of dollars and ceute. Importers
will get back the money paid in tariil
between tho ratification and the passage
of the Foraker act. Importers who paid
without protesting will not get their
money back.
"The court decides that the Foruker
act is constitutional, that this country
lias the legal right to govern its new
possessions as territories, to muke special
laws for them and to tax their product e.
This has been the contention of the ad
ministration from the very start. It whs
the principal Issue in the lust campaign
for president. Our Porto Rican legis
lation was selected by Mr. Bryan as the
main point of attack in his Indianupolis
speech. The decision puts u quiottiH
upon that Bort of thing and takes the
matter out of politics for all time.
"This decision is final. There can be
no appeal, The decision will not hurt
Porto Rican trade In the least."

THE DALLES, OREGON, WEDNESDAY, MAY 29. 1901.
ACCEPTED BY
ONE MAJORITY
Cuban Convention Accepted the Piatt
Amendment Radicals Made a
Hard Fiht.
Havana, May 28. The Piatt amend
ment was accepted by the Cuban consti
tutional convention today by a vote of
15 to 14. The actual vote was on accept
ing the majority report of the committee
on relations which embodied the amend
ment, with explanations or certain
clauses.
The radicals made a bard fight at the
last moment and Senors Portuondo? Go
mez and Tauaayo bitterly arraigned the
conservatives. Senor Tamayo was partic
ularly vindictive and declared that every
body who voted in favor of the Piatt
a ueudment was a traitor to his country,
lae convention compelled him to retract
this statement. On several occasions
personal encounters seemed imminent.
Senor Gomez spoke for more than an
hour, and his speech undoubtedly won
over Senors Castro, Robau and Manduley.
He appealed to the patriotism of dele
gates, and rehersed the long fight for
independence, denouncing as perjurerB
all who favored the Piatt amendment on
the ground that they had sworn to draw
up a constitution for an independent
republic. Several conservatives arose
and aeked Senor Gomez to retract, but
he absolutely refused.
The following delegates voted against
the majority report: Gomez, Gener,
Portuondo, Lacret, Manduley, Cieneros,
Feror, Fortun, Robau, E. Tamayo, Silva,
Castro, Zayas and Aleman. Senors
Rivera and Bravo were absent.
The convention will continue its ses
sions, which will be devoted to diecus
sions upon the election law.
llcxtraliit of Dowie.
Chicago, May 27. That Zion Home
is a hospital within the meaning of the
law is the purport of an opinion submit
ted today by George H. Kriete, attorney
for the health department. Acting
thereon C. W. Reynolds forwarded to
John Alexander Dowie one of the regular
application blanks for a hospital license.
If the "doctor" signs the application
Dowie puts hioiBelf under the authority
of the city and mustubide by the regula
tions of the health department. If be
ignores, be will have the law to deal
with, for the ordinance provides penalties
of $100 for a first conviction, and more
on subsequent occasions for thus running
hospitals without u license.
Another death of a Zionits occurred
last evening, this time at the residence
of Deaconess Bratsch, one of the women
held in the case of Mrs. Judd. The name
of the victim is Thomas Steele. He came
here several mouths ago, suffering from
consumption, and applied for admission
to Zion Home last week. The police de
partment is investigating his death, and
inquiring into the circumstances under
which u certificate was issued by a doctor.
