Homeward Journey of Presidential
Party Mrs. McKinley is Gaining
Strength Rapidly.
Sak Fuanoihl'o, May 22. Mrp. Me
Iviulcy'H condition has improved o rup
idly tlint. official aiinoiincomtint haa been
Hindu that the president expects to atari
for Washington Saturday.
TliiH morning President McKinley re
mained ut liotno attending to official
buainoBB. In tins afternoon Iio'aiih the
guest of Gnliloriiia Coinmandery, Knighte
Tfinipliir, at n drill and reception given
in 1 1 i h honor in tho Mechanics' Pavilion.
All tin.' previously announced plans of
tins Templora wore carried out, with the
exception that the president did not
ride in the parade.
Tonight 1'roHident McKinley will ho
present at tho Mechanics' Pavilion dur
um the competitive drill of the League
of the Cross cudutH for a medal awarded
hy Archbishop Htordati to the compuny
making the huHt showing.
ThiH afternoon there will he ti re
ception hy tho Century Club to the
Cabinet. ladies.
Secretary Hay Iihh ubandoned his idea
of returning to Washington immediately,
it Iiiib been definitely decided that all
iiiemberB of thucabiuet slmll remain iiere
until the departure of the president.
Meanwhile, olllcial business will be
traiiBacted in tlie same manner an though
the members of the presidential family
were at their desks in Washington.
San Fkancihco, May 22. At I o'clock
Stcietary Cortelyou gave out the lollow
iiib :
"MrB. McKinley 'b phyaiciatiB report
that hIio is now convaleHcent and is daily
(r iv i 1 1 1 1 1 strength."
The foregoing is probably the laBt reg

bliu had a very good night and waa
ti uc up today. 1
It Iihh been dolinitoly decided that the

Ni:w Yoiik, May 22. J f the report
heard at the navy' department proves
correct, buvb a Timoa special from Wash
ington, und congress approves the recom
mendations ot Uour-Admirul Bowles and
the construction board, the United States
may liave u battleship of 10,000 tona
displacement, with corresponding ar
mament, thus providing u warship of
formidable proportions. The largest
battleahip now owned by any naval
power iB of a little more than 15,000 diH
placement. It iB related that the largest
one present at the funeral demonstration
in honor of Queen Victoria whb u
JapiuieBO battleship recently completed,
and displacing 15,000 tona. Great Britain
has several battlcBhips of equal tonnage
on the way. Italy's Lepanto, of 15,000
tons, has for several years been tho
largest Imttleship in tho world.
The British and Japanese battleships
of 15,000 tons draw 27 feet of water or
more. That would prevent theh entry
into many of our harbors, and the fact
that many American harbors cannot ut
ford water for vessels of such draught
has led to tho construction of battleships
drawing the loust water, consistent with
etubllity. Tho mean draught of tho
Maine class will bo less than 24 feet. The
The Idea is to produce a vessel that will
not draw much more with tho displace
ment of 10,000 tons.
Some members of tho construction
board hope to secure designs promising
a Hpeed of 21 knots, which, if obtained,
would make the new battleship equal in
speed and superior in power to most of
tho armored cruisers now afloat, und
make ber a formidable rntugonist of the
niOHt powerful battleUilpa yet built.

Hllect of Abolition of Army Canteen on
Intemperance Testimony of Of
ficers and Men is Unanimous.
New Yoiik, May 22. The Times says:
General Brooke has sent an order to all
commandants of poets in the department
of the East to send to him September 1st
u complete report of the results which
have ensued on the abolition of the army
carHeen. Officers say that these reports
will show beyond cavil that intemperunce
has largely increased under the new
regime, and it is predicted that the next
congress will give serious consideration
to the real situation as it lias developed.
Seven privates, absent without leave
from Fort Ethan Allen, Vt., have just
been locked up in the military prison at
irovernor's island, which is the head
quarters of the department. They dis
appeared from their post immediately
after payday of this month, and their
troubles are attributed by officers to tho
abolition of canteen?.
A reporter interviewyd a number of
officers at Governor's island, und every
one of them was saying, "I told you so,"
when the cases of Fort Sheridan, Fort
Smelling and Fort Ethan Allen were
called to mind. The officers there re
gard it but a matter of a short time when
the public sentiment of the nation will
demand the re-eEtablisbment of the
canteen.
Captain Akame. who was acting adju
tant at Governor's lBland in General
Sheridan's absence, said that since pay
day there had been unusual trouble in
nearly every post in the department,
und he understands in other departments
also. He understands that the number
of men arrested has been larger than
usual, and there has been a noticeable
number arrested for intoxication. He
wus not prepared to suy just what the
percentage of increaee is.
Tramp Numerous.
Sam:m, May 22. Railroad men report
trampB becoming seriously obnoxious
ulong the line ol the Southern Pacific
south of here. At Marion Station yester
day afternoon, when the overland was
coming through, the brakeman dis
covered one of those festive tourists and
ejected him from the train, whereupon
the tramp drew a revolver and threatened
to bore an oil-well through h'.m. The
crowd began to move toward them, and
the tramp lied. Five of those gentry
broke into a boxcar at Albany on Monday
evening and stold a lot of perfumery and
other stuff.
