accepting tho report, and then panning a
resolution to aeeept the I'latt amend
ment at) understood in the light of that
report. Sentiment seoniH to favor early

criticise acceptance but will not seriously
oppose it.
Twenty-one members are now counted
on to support the amendment, but are
not fully agreed among themselves re

want to go forward and adopt an electoral
law so that the elections may be hold in
October.
A sharp controversy has arisen over
charges that members of the Washington
commission sought assurances from the
administration that the Cuban bonds
would be paid. They deny that this

convention of the American Federation
of Musicians met in this city today and
its sessions will continue until the middle
of next. week. Neatly 100 delegates are
In attendance.
Little was done today except the ap
pointment of committees. Resolutions
were adopted indorsing the Lewis and
Clark celebration at Portland, Or,, in
1003, and in favor of holding the meeting
of tbe federation for that year there.

the Herald from Havana says :
Senor Vlllenndas, who voted against
the Piatt amendment, has written an
open letter saying that he will accept the
amendment because he fears the an
nexation ot Cuba.

Political Effect of the Heir's Visit to
Australia Crown Binds the Em
pire Together.
New Youk, May 10. A dispatch to
the Tribune from London says: The
ceremony at Melbourne is the chief
theme of the English press, ami is dis
cussed with dignity and enthusiasm.

of imperialism has come before peace
has been reetored in South Africa, but
the truth is discerned that the Australian
federation was accelerated, if not brought
about by tbe call to arms which inspired
loyalty throughout the empire eighteen
monttiB ago. The creation of a united
parliament for the commonwealth is
described by more than one leader writer
as tbe direct result of the excess of
emotion and enthusiasm kindled by the
war in South Africa.
The sagacity of the king in eending out
the heir to the throne on this imperial
mission at a time when he would not
have been censured for canceling the
engagement made by Queen Victoria, is
fully recognized, and the moral is en
forced that tbe chief link in binding to
gether the world-wide empire. Impe
rialism was not considered by the secre
tary for war when lie lost Bight of tbe
auxiliary forceB of the colonies in for
mulating a scheme tor the reorganization
of the army, and the chancellor of the
exchequer forgot the colonies when he
proposed an independent change in cus
toms and tbe finance systems without
special concessions to their interest and

alist and imparted increased impetus to
the movement for imperial federation in
a stagnant and depressing period when

Pekin, May 10. The Americans have
evacuated the districts under their con
trol, with the exception of the Forbidden
City, which they will continue to occupy
in spite of foreign objections, unless
orders to the contrary are received
from Washington. Aa it would be im
possible to turn over tbe American
districts to tbe Chinese, who certainly
would not be allowed to keep them in
dependently, General Chaffee, in order
to prevent chaos, notified Count von
Walderaee, a week ago. that he would
evacuate today. Those portions adjoin
ing the British districts were assigned
to them, and the remaining portions
were assigned to the Germans.
The departure of the troops for Manila
has been delayed ten days owing to the
trausport India being quarantined at
Nagasaki because of a case of smallpox
on board. The American soldiers have
been vaccinated.
Irish 1'ajier Suppressed.
Dudlik, May 10. Tbe police ot Cork,
Limerick and other towns of Ireland
seized all the, copies of William O'Brien's
weekly paper, the Irish People, found at
the newsdealers today. The offending
articles, it now appears, were abusive
attacks on King Edward, Cardinal
Vaughan and the address to the. king,
which, the paper declares, was such as
might have been presented to a Legree
half a century ago. The article find con
solidation in the fact that the presentees
were English Catholics, "who are re
pudiated by the only really Catholic
nation now in existence. The loyalists
represented England only and if the
English Catholics choose to acknowledge
themselves superstitious idolaters is no
fault of ours."

Madisok, Wis., May 10. Governor
LaFollette today sent a long message to
the sen a to vetoing the HagemeUter pri
mary election bill. The bill was an
amendment to the Stevens measure and
provided for the operation ol the law in
eo far aa county elections were concerned.
This, the governor says, ia contrary to
tbe law, which provided for the election
of all candidates by direct vote.
