Jules Sicfifricd Talks of Our Trusts
He Declares Europe Will Combine
Against Us.
Chicago, May 8. "If the great trusts
in this country encroach on European
markets to the detriment of European
manufacturers, I predict a combination
of the commercial countries of Europe to
raise tnriil'e on American goods to almost
prohibitive figures."
So spoke Jules Siegfried, France's
minister of industry, commerce and the
colonies in the cabinet of ilibot in 1802
and 1803, who is at present in this city
"There is but one logical solution of
the present situation," continued Mr,
Siegfried, "and that is the signing of a
fair and equitable reciprocity treaty be
tween the diil'erent nations. I have been
in favor of mch treaties, because they
foster trade and increase the friendlness
of political relations between countries
party to them. It really is the only
logical solution of the approaching
trouble.
"Do I believe a combination of Euro
pean powers is probable in the near fu
ture? Well, it will follow after Beveral
of the countries have put up their tariffs
to protect their own manufacturers. You
are a wonderful people, and your country
is marvelous in its resources, and when
your competition becomes so great bb to
be alarming the combination of govern
ments will be a very natural result.
"Under reciprocity this situation
would be almost impossible. Take your
own country for example. We buy our
steel, iron and machinery from England,
but we could buy it from your mills just
as well. Under a reciprocity agreement
between the two governments we would
come to you for our steel, our iron, our
coal, our machinery and, in fact, nearly
all of the material used in our manufac
tures and industries. On the other hand,
we would send you our gloves, our fine
linen and lace and cotton goodB, and the
commercial relations established would
bring the two countries into closer and
more cordial political relations. It would
be of benefit to both."
The Social Kvll In Manila.
Washington, May 7. General Mac
Arthur, as governor of the Philippines,
has reported to tbe adjutant general of
ttie army, concerning allegations made
against the authorities in Manila relative
to the social evil which exists in that
city. General MacArthur says the
writers of letters, which he has received,
have been misled and have an imperfect
knowledge of the conditions. He Bays
that prostitution is not licensed in the
Philippines and that prostitutes are not
landed in Manila unless they have se
cured previous resident rights. The
police regulations of the social evil are
such as to check tbe spread of disease,
something that is found necessary in
that tropical climate. General Mac
Arthur says also that Manila can chal
lenge a comparison to its moral, orderly
condition with any city in the United
States. The general suggests that a com
mittee consisting of those who make the
allegations against the government be
sent to that city to make investigations,
but adds that such a committer should
first acquaint itself with conditions iu
tropical countries.
Now Guu's Stupendous 1'owor.
New Youk, May 8. Captain Wheeler,
of the ordinance bureau, has been or.
deied to Watervllet, N. Y., says a World
special from Washiugtou, to make a
fiual inspection of the 16-inch gun now
nearing completion at that place. It is
expected that this gun will be capable of
throwing a ball weighing 2370 pounds a
distance of twenty-one miles, The gun 4
weighs 130 tons, and its total length is
40 feet 29-10 inches. The length of the
bore is 37 feet, 4 inches, with a rear
diameter of 00 inches.
The gun is to be sent to Buffalo and
will be one of the intereeting features of
tbe war department exhibit. If the
weapon proves a success it is possible
that others will be constructed to be
located at New York, Boston, San
Frauoleoo and possibly Hampton Roads.

regulations :
Persons will bo permitted to use the
water below the blniT on all even days,
and above the tilnfT on nil odd days
from G o'clock a. tn. until S a. m., and
from 0 o'clock p. m. until 8 p. m.
The above rules must be strictly com
plied with, and any infraction of the
above rules will subject the offender to a
fine of $1, and the water will be shut off
until paid; and for a second offence
double the amount.
The following charges will bo made:
For one full lot 50x100. $1.50 per month.
Each additional lot $1.25 ; half lot 75 cts.
All persons using water in closet or
toilet will see to it that the water is shut
off when not in uee, or water will be
shut off altogether if allowed to run to
