One-Sixth of Natives of Luzon Dead
Killed by Americans or Died of
Fever.
New Yokk, May 2. Brigadier-General
Hell, who has just arrived in Washing
ton direct from the Philippines, where
lie was in command ot four departments
of Southern Luzon, is quoted iu a Tiiuee
special from the capital as Baying:
"One-Bixth of the natives of Luzon
have either been killed or have die J of
the dengue fever in the lunt two yenre.
The loss of life by killing alone has been
very great, but I think that not one man
has been slain except where hie death
served the legitimate purposes of war.
It has been necessary to adopt what in
other countries would probably be
thought harsh measures, for the Filipino
ie tricky and crafty and has to be (out-lit
in his own way.
"One of my sentinels was beheaded
within 100 yards of my headquarters.
His executioner waB a boloman, who
came into camp disguised as a fruit
vendor. He had his bolo bid in hie'
basket and at the opportune moment he
drew it and with one blow cut off the
entinel'a bead.
"The Filipinos in my district were in
the habit of stopping the wagons of na
tives and imposing a tax of one Ameri
can dollar on each load of hemp. Fre
quent complaints were made to me, and
one day I sent Captain Hand, of the
Forty-ninth infantry, to stop the practice.
He and fix men concealed themselves in
a covered wagon. When they were held
up they opened fire on the insurgents
and five of them were killed. After that
there was no more levying of taxes.
"The insurgents also caused us much
trouble by tampering with our telegruph
wireB. For a while we were obliged to
treat every one outside of our lines aB an
enemy. If a man was caught within
150 yards of a telegraph pole he was shot.
On one occasion six Filipinos were found
dead holding to a wire which they bad
wrapped around a tree. No one knew
who shot them, but tbeir fate was suffi
cient to keep any of their comrades from
tampering wltb the lines again."
Crime of it St. I'aul Father.
St. Paul, Minn., May 2. The body of
a 9-year-old boy named Roaenfleld was
taken from the river near Fort Snelling
today. This is believed to confirm the
police suspicion that William Itosenfield
drowntid his four children and himself a
week ago. The crime was most brutal,
the father first abducting the children,
who were in the custody of their mother
at Minneapolis, securing a rig and driv
ing with them to the river.
William RoEenfield, the father, had
for Borne time been separated from bis
wife, who has been living in Minneapo
lis while liosenfield lived in St. Paul.
One week ago Rosenfleld hired a buggy
and got his children from the relatives
who were keeping them. He tried to
prevail on his wife to accompany him,
but she refused. The next morning the
horse wae found wandering aimlessly
around. The body found today was pos
itively identified, and a systematic
search will now be undertaken to find
the otiier bodies.
Girl lu Mule Attire Conreita,
OitKGON Oitv, May 2. The girl in the
city jail, who continue! to insist that
her name wae Cora Fletcher, until a late
hour today, wae forced to admit tonight
that she was Maggie Dunn, from near
LnCamaB, Wash. A young man named
Davie, an employe at the paper mills,
identified the girl, and the man arrest
ed with her as Wolf. Davis had known
them both near LaCamas, having
worked with Wolf in a logging camp.
Wolf, it is said, left a wife and five
children to run oil' with a 10-year-old
girl. Chief Burns does not know what
he will do with the pair until he con
sultH the district attorney.

New Yoiik, May 2. There is a good
deal of inflammatory rhetoric in a por
tion of the English press on the subject
of J. Pierpnnt Morgan's raids on English
shipping, says the London correspondent
of the Tribune, but it would be foolish
for Americans to deceive themselves re
specting the real judgment of the shipping
interests in England. It iB an open
secret that American competition in
ocean freights is not feared when
syndicate steel interests buy fleets winch
can be sailed under a "foreign flag alone,
but only when it threatens to cheapen
construction of ships and createa genuine
commercial marine under the American
fine.
As facts Btand, the Leyland Line has
made a good bargain with Mr. Morgan
and cleared a handsome profit. Other
lines are willing to sell out on similar
terms, and the shipyards of the north of
England, the Thames and Scotland would
be fully employed in replacing inferior
with superior fleets. English agitation
over the operations of the syndicate is
fictitious. If Mr. Morgan goes into busi
ness as a shipbroker on a large scale,
half the commeicial marine of England
will be his for the asking. But con
venient as this policy may be for
speculative purposes, it will not create
an American merchant marine.
Clianipoeg feliafc Unveiled Today.
Ciiami'oec, May 2. Thi9 has been a
red-letter day Champoeg. With fitting
ceremony and in the presence of thou
sands of visitors the granite monument
erected to the memory of the 52 founders
of the provisional governmentof Oregon,
established in 1843, was unveiled. It
was an event that marks an epoch in the
history of Oregon, and forever dedicates
as historic ground the spot upon which
the first American government west of
the Rocky Mountains bad its birth. It
was 58 years ago that here by the close
vote of 52 to 50 the deetinv of the then
new Northwest was decided.
The ceremonies attending the unveil
ing ot the monument were of a moBt
interesting character. Pioneers and
pathfinders the men who helped lay
the foundation of the great state of
Oregon were the principals in the
exercises that were listened to with close
and almost reverential attention by the
thousands of visitors who found it a
pleasure and a privilege to be present,
The monument was unveiled bv the sole
survivor of the memorable meeting that
resulted in the establishment of Oregon's
provisional government, the venerable
Francis Xavier Mattbieu. All of the
addressee were by pioneers, who have
been identified with tbe growth and
development of the state from its infancy.
Found Ancient Log-.
Aliiajjy, May 2. While excavating
yesterday morning for a hydraulic eleva
tor in the basement of tbe store of S. E.
Young & Son, workmen made an inter
esting discovery. They found an im
mense log 27 feet below the surface of
the ground. The diameter of the log has
not yet been determined, but it is evi
dently great. The log was partly turned
to coal, and a geological student says
that the log had lain there for centuries.
The rocks excavated were round and
smooth, showing the action of water.
It is supposed that the business part of
Albany was formerly the channel of the
Willamette. Some years ago the skele
ton of a large animal, presumably a
mastodon, was found when a basement
was being excavated 300 feet south of
the present discovery.
