Cubans Feared That Our Soldiers Would
Never Be Removed From Island
Third Section of Piatt Amendment
Provides That the United States
May Send Troops Into Cuba When
ever it is Deemed Necessary.
New Youk, April 30. The Cuban dele
Kates visited General Brooke, at Govern
or's Island, aud were much pleased with
their entertainment. When seen at the
Fifth-Avenue Hotel last night, Benor
Cupote eaid :
"There ie no truth in the published
stories that Cubans found fault with the
expenditure of the funds contributed to
the junta in New York. Everything in
ttmt direction wae most satisfactory.
"The report to be presented to the
convention relative to the matters con
cerning which we conferred with Presi.
dent McKinley and Secretary Root hue
mt been prepared. We are working at
it, aud do not expect to complete it much
beiore our arrival in Havana."
T. Estrada Palma called on the dele
gates at the hotel last night and was in
conference with them for two bourn.
Nearly all the matters which brought
the delegates to the United States were
gone over, and General Palma's views
ascertained. There is reason to believe
that the subject of a fitting candidate for
the presidency was brought up, and that
the possibility of General Palma's action
was discussed. When asked for a state
ment General Portuondo said ;
"A great stumbling block has been re
moved. This is all I care to say."
What stumbling, block do you mean,
eunor, was asked.
"Section Sd of the Platt amendmeut,"
was the answer. "The Cuban? have
been afraid of your aruiiev. They fear
what some call imperialism. Now, in
taction 3d, I think of the latter amend
ment, it is provided that the United
States may send troops into Cuba when
ever, in the opinion of Washington, such
action is necessary. This provision
awakened widespread suspicion. Many
eaid that it was only a pretense for the
United States to continue a standing
army in Cuba for all time. The presence
of soldiers and especially those of another
people, cannot but be eroneous and dis
continue to us.
"Others said that although the United
States might withdraw her forces now,
she could, under this provision, im
mediately send them back again. Thp
was then a stumbling block. It was,
perhaps, magnified in the eyes of the
ccfmmon people, and they demanded
that if these suspicions were well founded,
such a measure should not receive our
sanction. But President McKinley soon
assured us that these suspicions were
groundless. When we said that by this
provieion the United Stales had more
jurisdiction over Cuba than over any
one of its states, because, in the latter
case, I understand, toe National govern
ment cannot send troops into a state
without the permission of the state
government, he eaid :
" 'Gentlemen, you need have no fear.
Troops will not be Bent into Cuba unless
conditions are little less than anarchy.'
"The president's answer so convinced
us that we could not but be impressed
with his sincerity."
"How do the Cubans feel in regard to
the independence?" was asked.
"Ninety-nine per cent of our people,"
he said' "want independence. They
will not even listen to annexation. They
want independence absolute independ
ence. Now I do not mean that the
Cuban people are not disposed to give
the Americana what they the' Aineri
cuit will need fur their defense. I tell
you that if the questiou of independence
is settled and all differences on the sub
ject are eliminated, everything else can
be arranged."
"What do you mean by independence?
Does not each state of the United States
have independence?
"By Independence I mean sovereignty.
We Want to regulate our own inter
national adairs. But our preferences
will be for America to help aud support
her in cuse of need,"
"Are vou sure, then, that the United
States will giant Cuba its desired inde
pendence?" "Yes, I am sure. And I believe that
Washington will soon anuounce to the
world that Cuba is a sovereign power,
and that Cuba will indeed, be a nation

Kidnaper Make Offer.
Omaha, Neb., April 30. An agent of
the kidnapers has made a proposition to
Edward A. Cudahy to return .$21,000 of
the money paid for his son's ransom, de
manding in return a withdrawal of the
$25,000 reward and cessation of the
search that ie beicg prosecuted, together
with an abandonment of the determina
tion to punish the criminals.
The proposition came in a letter from
Elgin, III., and Mr. Cudahy ie convinced
of its authenticity. He went to Chicago
ten days ago because of it, being sum
moned there by his brother in response
to overtures that had been made. He
refused to consider the offer for a minute
and declares his unchanged resolve to
preeecute to the end the search for the
men who stole his boy.
