United States is .Being Made a Dumping
Ground Italy Sends Her Scum to
America.
New York, April 29. The Herald
BayB: Italy is making of the United
.States adutnping ground (or her crimin
als and paupers. This (act has been
forcibly called to the attention of the
local authorities by the arrival in this
port of three Italian brigands, whose
depredatious made them a scourge to
the provinces in which they were reared.
Despairing of being relieved in any other
manner, the merchants upon whom they
had preyed made up a liberal purse,
with which the three were sent to
America, arriving here with money
enough tn their pockets to enable them
to land unquestioned.
These three outlaws who encountered
no obstacles to bar them from entering
this country are now in Kansae City, Mo.
Warning, has' been sent out by Police
Commissioner Murphy to the Kansas
Oity police officials, who now have the
Italians under strict police surveillance.
After theii arrival in New York the
brigands-lived in a quiet maimer, mean
while maturing their plans for a career
of crime in the West.
Commissioner Murphy found that this
is no Isolated case, "Italian criminals,"
said the commissioner, "are pouring into
New York on every ship that brings im
migrants. The popular belief that our
laws bar out criminals and paupers is a
mistaken belief. It may be that the
Italian government has no part in the
fcheme, but it is still true that the
United States is being made a dumping
ground, receiving the caetoffa from
Italian prisons and pauper houses."

Auunv, N. Y., April 20.-Ex.Gov-ernor
David B. Hill today gave out the
following statement :
"My attention has been called to the
etory that has bean going the rounds of
the press that I am expecting to make
a political trip through the West and
South either this year or next, I desire
to state that I do not contemplate any

an invitation was being prepared in the
state of Washington and elsewhere re
questing me to make such a visit, I im
mediately replied that it would be im
possible and requested the abandonment
of the proposed invitation.
"I will state, further that I am not a
candidate for the democratic presidential
nomination in 1904. I am neither seek
ing the nomination nor expecting it. I
regard all suggestions of candidates at
this time as premature and inadvisable.
No one can now tell what can or ought
to be done in 1904."

London, April 29. The coroner's jury
which has been investigating the death
of Billy Smith, the pugilist, who was
fatally injured April 22, at the National
Sporting Club, in a bout with Jack
Roberts, today rendered a verdict of ac
cidental death.

ATLANTIC LINE
One of the Greatest Shipping Institu
tions in Great Britain Passes Into
Control of Americans.
London, April 29 The first etep in
the direction of the consolidation of some
of the biggest trans-Atlantic shipping
interests has been accomplished by the
purchase by J. Pierpont Morgan & Co.,
of the Leyland line of steamers. A de
posit on the purchase money fias been
paid.
The official of the Leyland Lino, in
confirming the sale, told a representative
of the Associated Press that an official
statement will be issued from the head
offices of the linat Liverpool tomorrow,.
It is understood that the shareholders of
the company will receive 14 10a for
each CIO shure.
The Leyland Line, whose fleets will
thus pass into the control of Americans,
is oneof Great Britain's greatest shipping
institutions, far exceeding the Peninsu
lar & Oriental Steam Navigation Com
pany in tonnage and importance. When
some months ago it was suggested that
the line wbb likely to pass into the hands
of the Atlantic Transportation Company,
much comment followed in regard to the
effect it would have on other British
lines, as it wbb generally felt in specula
tive circles that such a wide-reaching
shipping amalgamation, in close touch
with American railroads, would have
serious consequences for lines outside
the combination.
Independence First.
New Youk, April 29. "Even annexa
tion might be acceptable to Cuba, if it
came after independence," said Dr.
Iiafael M. Portuondo, one of the mem
bers of the delegation from the Cuban
National Convention to Washington last
night. "For fifty years she has longed
And fought and bled for independence.
That once.attained, she would agree to
any fair demands the United States
could make."
Gratified with the outcome of their
mission, the delegation, which has been
in conference with President McKinley
and Secretary of War Root, have arrived
in New York;
In the party are General Portuondo,
Genet al Betancourt, Dr. Pedro Gonzales
Llorento, Dr. Diego Tamapo and Dr. D.
Mendez Capote, the president of the
convention.
Robert A. C. Smith, president of the
American Mail Steamship Company,
acted as host to the party, and under his
cbaperonage some idea of the parks and
surroundings of the city was gathered by
the visitors. After partakingof a Cuban
breakfast at noon with Mr. and Mrs.
Ricardo Narganes, of 157 West Eighth
sixth street, the party was taken in four
electric automobiles for a trip along Fifth
avenue, through Central Park and up to
the Sacred Heart Convent, on One Hun
dred aud Thirty-third street.
The visitors were entertained at dinner
at Sherry's last night by Robert A. C.
Smith, president of the American Mall
Steamship Company. The commission
ers will pay a visit to the Stock and Pro
duce Exchanges today, and will, sail for
home Wednesday on the Wafd Line
steamship Havana.
