ernor Allen D. Chandler, in comment
ing on the coterie nf philanthroj iste,
headed by Robert C. Ogden, that re
cently made und "educatiouul tour"
through the South, says in part:
"I do not think much of this tour.
The negro colleges in the South do not
neud the aid of these Northern people
very much. We can attend to. tiie
education of the negro in the South with
out the aid of the Northerners, and give
them the education they must nlel, too.
I do not believe in the higher education
of tiie negro. He should tie tnught ttie
trades, but when he ia taught the fine
arte he gets educated out of hit! caste,
and ia unhappy.
"I am opposed to putting negros in
factories and offices. When you do that
you will cauae dissatisfaction hetween
the two races, and audi things might
lend to u race war. The field of agri
culture ia the proper one for the negro."

claimed that he had no intention of
killing Lowdon, but was in the act of
firing a Fourth of July salute when hie
gun was accidentally discharged. The
plea of the defense was insanity and lack
of motive.

Washington, April 25. The Cuban
delegation saw President McKinley
twice today ; onole in the early part of
day when there were expressions of
friendship, and again at night when the
members of the delegation were the
guests of iionor at a state dinner at the
White House. The real business which
brought the delegation here was not
transacted, the president saying to the
delegates that he would confer with
Secretary Root, who would act as bis
representative in the confeiencee over
the Cuban situation. The delegation
and Secretary R'ot were closeted for
some hours in the afternoon.

Boston, April 25. The Chicage, Bur
lington & Quincy directors at a special
meeting touav voted to submit to the
stockholders of the road a proposition
from the Great Northern and Northern
Pacific Railroads to take control of the
Burlington. The offer for the Burlington
stock is $200 per share for not less than
two thirds of the whole amount, to be
paid in four per cent bonds of the two
negotiating roads, the stockholders be
ing given the option of taking part cash.

Nkw Yokk, April 25. Roosevelt
is now a Master Mason, having taken
the third degree last night in Motinecock
Lodge, No. 800, at Oyster Bay, L. I. The
ceremony wan witnessed hy 300 Master
Masons, including Grand Master Charles
W. Mead, of the Grand Lodge of this
state, ami his entire staff, who did the
work oi the degree. Visiting brethren
were also present ftom New Jersey and
Massachusetts.

in an interview with a representative of
the Daily Mail yesterday, said:

land's becoming embroiled with Russia,
or some other complication. It I am
not mistaken, we are on the verge of a
storm across the Atlantic that will rude
ly ehntter our peaceful calculations.
When the United States cougrees meets,
the Clayton-Biilvver treaty will he torn
into shreds and thrown into our faces.
We shall have to choose between fight
ing and eating humble pie. The first
serious discuseion of the possibility of
such a war will do more to keep the
Boers in the field than all the speeches
of all the pro-Boers in existence."

Kluge-Sutra has secured from the repre
sentatives of tiie Adolph Sutro estate a
recognition of the claims urged by her
and her children, Adolph Sutro, Jr.,
aged 9, and Adolphine Sutro, aged 7
years. The settlement, which is on the
basis, of $150,000, has been ugreed on.
The woman claims to have been contract
wife of the late millionaire. It is in
timated that she may secure the famous
Cliff Houee as her share of the estate.
Before hiB death Sutro executed a deed
conveying to these children real estate
in this city which was then estimated to
be worth $50,000.
