Manila, April 24. One hundred and

of ollicers appointed to select a suitable
place for the pnrpoHe, have visftcd
Htimuiga, Cuillon, Cogayan, De.Iolo and
other islands and have made a report,
but it has not yet been acted on.
The commissary investigation is pro
gressing. Several important witnesses
in the Reed case have left Manila. Barry
Baldwin, ThoinaB Harris, Fred Macondry
and II. chinUlerprominent merchants,
wtio are supposed to possess information
concerning money paid tto commissary
oflicers, are detained as witnesses under
t-oOO hail. Other arrests will he made.
The trial of Captain James O. Iieed,
arrested on the charge of participating
in the commissary frauds, has been
temorarily postponed.

Wahhinciton, April 24. The navy de
partment has received a letter from
Admiral lieuiey, in command of the
Asiatic station, making known his pur
pose to be present at the ceremony at
tending the erection of a monument to
Commodore Perry at Kurihama, Japan,
July 14th. The ceremony has some
thing of an international aspect, as is
indicative of the kindly sentiments exist
ing between Japan and the United States.
As to his plan for the trip Admiral Iiemy
writes:
"Believing it to be for the best inter
ests of the United States to be well repre
sented on that occasion, it is my in
tention to attend the ceremonies with

Stkvknhon, WaBh., April 2o. -Skamania
county has $10,000 in the First
National bunk at Vancouver, which has
been closed by Examiner Maxwell. The
funds of the county have been deposited
for some years with the Vancouver bank.
The officials of the bank were the bonds
men of the county treasurer, and had
had been accepted by the connty com
missioners. If the county should lose
these fundB the Iobb will he the most
serious in its history, and one from
which It will not soon recover.

Seattle, Wash., April 24. A very
serious epidemic of smallpox is prevalent
within the borders of Snohomish county,
lying north of King, between 200 and
.'!00 cases existing thereat present, with
out even quarantine restrictions. The
King county commissioners have applied
to Governor Rogers to establish a forcible
quarantine, Commissioner B. P. Smith
reports that the epidemic is spreading
rapidly, and unless checked will extend
to every portion of the state and the
Pacific Coast. The facts have been kept
quiet by Snohomish county officials, but.
Commissioner Smith reports a startling
state of affaire, showing the greatest
negligence. He says:
"No efforts has been made by the
county oflicialB to check the disease; no
quarantine on diseased persons even was
established. In each of the towns of
Wallace, Sultan and Monroe there exist
between 50 and 75 cases. Nothing is
done to prevent the patientB coming in
contact with others. The epidemic is
spreading rapidly, and something -must
be done at once. Every dav or two some
patient escapes from peethouses at
Warren and Irving. The case has be
come so seiiouB that guardB are com
pelled to fire at the fleeing men, and
then it is impossible to prevent them
from getting away. The proposed
quarantine will necessitate the employ
ment of several hundred guards to watch
every road and avenue of escape' from
the county's borders.

German singing societies in Chicago are
greatly interested in the announcement
of the emperor of Germany that he will
distribute prizes to the value of 30,000
marks this year to encourage the sing
ing of German folic books. Last year
the German singing societies of this
country competed for a prize offered by
the emperor. The competition was held
in Brooklyn, and was won by a Brooklyn
society.
It is presumed that the recent offer of
Emperor William will include a prize
for Americans as well as a prize to be
competed for at some place in Germany
by societies from all over the world.
"It is understood that the prizes
offered by the emperor will be known as
the Kaiser prizes, and tbatone will be
offered to the societies in the United
States," said Harry S. Rubens. "The
German emperor is deeply interested in
the encouragement of the singing of folk
songs, and takes this method of arous
ing interest."
