Tmto.vro, April 10. The government of Canada passed Hit) two bills through tliu railway committee, winch virtually secure 11 second independent railway to the Pacific coast. Tim first bill was that promoted by J. .1. Hill for connecting his Uiutud States railway system with tliu iiniiiuiiso coal fluids of British Columbia, where hitherto tlio Canadian Pacific bad no competitor. The main conditions of the charter are no dis crimination in coal prices or freight rates, no amalgamation or pooling witli other railways in the district, and the govern ment to name maximum freight 'rates. The government retains control of 15,. 000 square miles of coal land which it may put on the market at any time, or operate. Jones, chairman of the Indian Harbor Club's board of trustees, announced their decision. He said the date of the race und the course to be used had not been settled, and that the former depended on the convenience of the owners of the big 00-footers. It is proposed to tiave the race sailed ubout 10 miles above Greenwich, Conn., where depth of WBter and width of the Sound will pivo the best possiblo course. The yachts will sail either a windward and leeward course, or n triangle of about SO miles, which will give it the aepect of the big international race. MImr Cleveland' jilatiM. Schetky, who recently returned from San Francisco, gives a most pessimistic account of the condition of the coal trade there. Ho says oil is putting coal out of business everywhere except for do mestic use. The slightest fluctuation in present coal prices would be fatal to the coal industry- The Market Street Rail way, only lately one of the largest coal consumers in San Francisco, is now using oil entirely, as are also the largest sugar refinery and a number of the largest industrial concerns in Oakland.
