The case was brought into court on a writ of habeas corpus sued out by W. V. Delnmger, manager of the Uhlopeck Fish Companv, who whh arrested and lined $115 for selling in the open markets of Portland trout which we-e caught in Washington. The contention of the defense was that the trout having been lawfully caught, it would be Interfering i with interstate commerce to restrain their sale here. Judge .Bellinger quoted from a Con necticut decision, In which it was held that the state could ,uioko and enforce such lawH. "The decision ih based on the fundamental principle," said Judge Bellinger, "of the complete ownership of many tilings, such as real estate, and the qualified ownershipof birds and fish. There is no rule by which we can dis tinguish between bringing game into the state or taking it out. The ultimate object sought iti this case is the sale of tiie fish, and the law has a legitimate right to atop this. The taking of lisb is not an industry . The right of Oregon to prohibit the selling of game at certain times does not depend upon the laws of another state. When the game is brought here from another state it becomes the game ot this state, and is under the authority of the oflicers. Tlie petition for a writ of habeas corpus will therefore be denied." The Quarterly Review, according to the London corre spondent of the Tribune, contains arc markable article on Queen Victoria, evi dently written from h precise and inti mate knowledge during a period of 50 years. The article Ii not signed, but it is perhaps the first character study of the queen made by any competent writer who had the advantage of personal acquaintance with her. It throws a new light upon tlie many secret passages in the hiftory of the reign, and contains a series of fresh anecdotes illustrating the queen's characteristic traiis of trenchant humor and racy talk. The explanation given of the queen's prejudice against Mr. Gladstone is that it started in the suspicion that he gave her ton much work to do, until she was iih she put it, "dead beBt." He tried in his eageruesB to press her to do what she considered to be his work, and when she resented it, and he renewed the attempt, she formed a pertinacious prejudice against him which never was removed. The author stated that it was always an element in her reticence with regard to Mr. Gladstone ttiat he was too high church and had the mind of a Jesuit. The queen's own attitude toward re ligion is discussed judiciously. The head ship of the Anglican church, or the Scotch Presbyterianihin, she considered to be a part of the business of statecraft, and did not trouble her conscience about it. Probably the form of service which she preferred was that of the Presby teriau church, but she was a "broad church woman, with no curiosity about creedB. Durl in for running a nickel-in-thi -slot machine, and was held for iri il by City Recorder N. J. Jndah. Nichols opened his store on Saturday and announced that he would run a slot machine by giving a five-cent cigar for every nickel dropped into the device, in addition to the regular prizes He did a large business from the start, and the arrest followed. It is generally understood this is to be a test case, and that all the ciear-dealers and saloon men are backing Nichols in the venture, and that it will go to the supreme court for the purpose of eecur ing a decision of that tribunal on the constitutionality of the Proebstel nicke in-the-Blol-machine bill. Geer has at otter of a 30-acre tract of timber from a resident in the Cai-cade range, along the C. &E. railroad, who it) anxiouB for the state to cut the timber for wood for the several institutions. As the state has no available men for this work, the governor has suggested totheowner that he hire his own labor, cut the wood, and sell it to the state, he being aesnred of a liberal contract. It is likely that a deal will be made whereby the wood for the asylum will be secured in this way. Another timber man from nearer this citv has made a similar offer, and he is now looking for men to cut his wood, as he is desirous of selling 5000 or 0000 cords, at a low figure, to the state. By this means the so-called wood trust will find itxelf in serious diflieuty, being left with a large stock of wood on baud, and some otitis eaid to be of a low grade, being worked up from dead trees, partially de cayed, and not the best quality for fuel.
