The Orcgonian argues that the woolmen of the Pacific coast would be vastly benefited if the tariff on Australian wool were reduced to a point where it could be "brought iu j and mixed with Oregon wool to such j advantage as would force shoddy ! out of the market: the Oregonian's i contention being that the- cause of the present low price of wool i3 the largely increased use of shoddy. But this is not the way the wool men, themselves, view the situation. They know that the present Dingley tariff of 25 cents a pound on shoddy is practically prohibiten, as it was intended to be. In the late conventions of wool growers' associations, one of which was held here, it was demonstrated beyond a reasonable doubt that it was a certain kind of long-fiber cot ton that was playing the mischief, and samples of this cotton were ex hibited alongside samples of fine wool, and only an expert could tell the difference. The woolmen may not know their own business as well as the Oregonian does, but the idea that Australian wool could be admitted at a rate of duty that would enable it to take the place of shoddy never occurred to them, and never would in a thousand years. What the woolmen ask and all they ask is that manu facturers be compelled to place a mark on every piece of cloth before it leaves the factory, indicating pre cisely what it is composed of, wheth er all wool or in whole or in part sboddj or cotton, as the case might be. The men who know from bitter experience, whatever else they may be ignorant of, that it was 'during the period of free wool that the use of shoddy in the manufacture of woolen goods made the greatest headway in the United States will be hard to convince that free Australian wool is the remedy for low priced domestic wool and the destruction of the shoddy industry, j The Morgan primary election law, passed by the lust legislature, seems as wretched a piece of law-making as it is possible to conceive of. Osten sibly framed to take the people out from under the power of the political boss, its effect would be to place the boss in more absolute control. Think of a provision that requires every candidate for delegate to the county convention to pay a fee of $10 to the county treasurer for the privilege of being a candidate, whether he sue ceeds or not! The natural result would be that in a large majority of cases (be boss would pay the fee and name the delegates and thus, .more than ever, control the convention. It is hard to conceive of any better device than this for depriving the rank and Die of tbo voting popula tion of having any voice in the con ventions of l be political parties to which they belong. Just as well pass a law, and' have done with it, that shull provide that tlio boss who lias tbc longest purse nnd mnkes the most liberal use of it shall, of right, name the delegates who shall in turn name nil the candidates. True, this absurd law applies primarily to Multnomah county only, or rather to counties having n population of f0,000 or more; but it may be put in force in any other count' when it shall be so resolved by tlu representative au thorities of each political party in such county. The best that can he said of it is that there is mighty little rianser of such an absurdity i ever being adopted in Wasco county. SALMAGUNDI. State Supt. J. II . Aukerman is send ing out the school laws to the several county superintendents for distribution among the school officers. Five volumes will be placed in each school district, being one for each director, one for the clerk and one for a desk copy in the atjuool house, to remain there always Ten thousand copies will be required for this, and every school director, clerk and school house will be supplied with the law.
