Governor Allen Says Reports Are Untrue
Started by an Enemy of Ameri
can Administration.
Nkw Youk, April 10. A special to the

Charles II. Allen, of Porto Kieo, when

petition, said to be from workingmeu of
t'orto Rico, asking the president for work

ielrtiid were at the point of starvation,
replied :
"I have not seen the original petition,
but a copy of it came to me in my mail
from the secretary of Porto iiico, who
said that he understood it was the woik
of a malcontent who has been consistent
ly opposing American administration
ever since our occupation of the island,
nd that any number of signatures could
be added to the petition in the ofliee
where it was written. I think it would
be comparatively easy to secure signa
tures to a petition asking for government
aid where such aid had been so generous
ly distributed.
"The conditions described in the peti
tion are not truthfully stated. The facts
will show that more persons are em
ployed in Porto Iiico today than ever be
fore, except when government relief
work was at its height. The United
States government has already dis
tributed fl.260,000 to the workers on
public roads, and the army distributed
3,000,000 pounds of food to the island.
"My San Juan informant is inclined
to attribute the present agitation to Mu
no Rivera, who has been a leader of the
opposition to the American admlulstia
t ion.
"Civil government is established in
Porto Rico, Much has been accomplished

people can be relieved of their agitators
and allowed to work out their own sal
vation, aud American capital, with the
thrift, and energy which follow it, be
directed toward Porto Rico, with the as
surance that' it will be welcome aud
given adequate return, then Indeed will

Armor to Ik L'1ich.
Ni: Youk, April 10. A special to the
Herald from YYaehington says: Armor
plati for naval vesselB may be sold to
the government for only $150 a ton and
the manufacturers may make a fair pro
fit at that price. An experimental plate,
manufactured by an entirely new process,
has recently been shipped from Pitts
burg to the naval ordinance proving
ground at Indian Head to be subjected
to the regulation ballistic test. Upon
the request ot this test will depend
further experiments which may result
in the adoption by the government of
this new armor instead of tint for which
the navy department is now paying at
the rate of $455 a ton.
If ttie the new armor is a success and
can be sold at $150 a ton it will mean a
saving to the government of $305 on each
ton of armor. On a battle-ship of the
Alabama class, carrying 2G00 tons of
armor, this would mean a clear saving
to the government of $793,000.

Pastoral Letter of Archbishop
Bruchesi on Subject.

Montukai., April 10. A paFtoral let
ter from Archbishop Bruchesi has been
read in all the Roman Catholic churches
of this diocese, and interesting references
were made in it to the recent decision in
the Delpit case and to the action of the
legislature in granting to the Mount
Royal cemetery the power to cremate
iiodies in place of burying them, if eo
desired. As to tne former, the arch
bishop merely restates the attitude of
the church on mixed or irregular mar
riages which cannot be affected by the
judgment of civil tribunals and warns
all communicants not to offend at the
risk of severe ecclesiastical penalties.
With respect to cremation, the arch
bishop's declaration is of greater inter
est, since he virtually censures the legis
lature for granting tbe request of the
Mount Royal Cemetery Company, wh'ch
is a Protestant organization. The arch
bishop cited tbe ruling of the church on
the eubject, quoting Pope Leo XIII's
condemnation of the practice in his
letter to the bishops in May, I860, and
Cardinal Richard's vigorous denuueia
tlon in a pastoral letter of 1S90. The
archbishop, after these quotations, ecu
tinned :
"We hesitated not to aesert that the
introduction of this practice of cremation
into our own city of Montreal is regret-
able. Does the tolerance of creeds op
posed to ours or does the respect due to
the freedom of worship justify it? As
suredly not, since it is not included in
the ritual of any church, and since it
was not asked for by any religious denom
ination but by a mere civil company.
Does a so-called respect for individual
liberty affect it? But who is there that
does not Bee whither that he must lead
ue. Individual liberty thus understood
is a soure of communism, socialism and
anarchy; it is the negation of all truth,
order and justice."
