According to expressions of a large
majority of the delegates from Occidental
Negros, and of a few who were present
from the Oriental side, the sentiment ol
the people is overwhelmingly in favor of
ttirreediiig the present governments by
provincial governments in both divisions.
The reasons given for this view are that
such a change will effect a reduction of
taxes and the high salaries of officials,
the establishment of schools and the im
provement of roads. The speakers al
leged that owing to a lack of means of
education, liberty was becoming license.
The military commander is credited
with having organized the only schools.
They tire taught hy soldiers. Commis
sioner Taft assured the dslegutes tint
Negros would lie supplied with American
teachers, and lie outlined the need of
organizing provinces uniformly with
other lsluride.
The announcement of yesterday's sur
renders in the island of I'anay was
greeted with applause.

while in the West recently, lost $21,000
in cash belonging to the cummitsion firm
of Wheeler it Shultz. Iioth the partners
live in Hackensack, N. J., where they
are prominent. Wheeler is the ton of
former Judge George V. Wheeler, of
this place, and a brother of a judge in
Connecticut. Shultz comes of a good
family, aud has entered into the sports
of the community. He iB a member of
thi Hackensack Wheelmen, and last
year he managed the local baseball team.
Mr. Shultz, according to the law firm

Mormon CoIoiiIok In Mexico.
Ciuiiuaiii'a, Mex., March 22. Dr. H.
F. Gray, of Los Angeles, Cal., has pur
chased 5,000,000 acies of agricultural
lands in Mexico and haB obtained a con
cession from the Mexican government
for the establishment of a number of
Mormon colonies thereon. These lands
are divided into several large tincts,
which are situated in the United States
of Durango, Tainaulipae, Coahuila and
Vera Cruz. He says that he will bring
0000 Mormons from Utah and other
parts of the United States to Mexico
within the next few months and locate
them upon lands which he has purchased.
The Mormon colonies in the state of
Chihuahua have had their population
increased by the arrival of over 3000
Mormons from Utah during the past
few months.

Quartz Found Near Scarboro Head Said
to Be Worth 51500 a Ton.
Astokia, March 22. A fabulous gold
discovery is reported to have been made
on the government reservation at Scar
boro Head, near Fort Columbia. Speci
mens of the quartz found there have
been sent to the Seattle assay office and
are said to have run as high as $1500 to
the ton. As the ledge is on government
property, it cannot, of course, be worked,
but it is believed that it extends north
oi the military reserve and that owners
of property in that vicinity will find
valuable quartz if the prospect for it.
The specimens thus far taken out were
found by employers of the government
and are very rich.
A genuine gold excitement has broken
out near the little town of Elsie, in the
southern part of Clatsop county. Quartz
found there has been assayed and shows
80 to the ton. The specimens as
sayed are from surface croppings and
owners of claims think the quartz will
become very valuable when they go
further down. Councilman W. J. Cook,
who has just returned from the vicinity
of Elsie, told the following story of the
discovery :
"Gold was first discovered there some
time ago, but the matter was kept very
quiet by Alex and Fred Norman, on
whose timber claims the find was made.
The land is situated in township 4 north,
range 8 west, and the district is known
aB Cruiser's Gulch. While in the south
ern part ot the country I visited the
place. The quartz-bearing district in
cludes a large mountain, winch is en
circled by the gulch'from which the dis
trict lias derived its name. The mount
tain covers between GOO and 800 acres.
The quartz was found on the surface,
and as yet no effort has been made to
follow the ledge. In view of the value
ot the surface quartz the owners of the
claims are satisfied that the property
will prove very valuable, and there is
great excitement in the district.
'Placer mining has also been attempt
ed by J. C. Dunkin, who did some work
on the creek bottom near the mountain.
The first pan washed by him showed 20
colors, and while at work he found two
large nuggets. He states that he has
found indications of extensive gold de
posits and believes that the district will
prove a small Klondike."
The settlers are so well satisfied they
have a good thing that they have laid
their proposition before Portland capital
ists, wiio have promised to furnish tiie
necessary capital to develop the property.
There is an abundance of water in the
vicinity and operations will not be ex
pensive. Thus far five mining claims
have been filed out.

London, March 22. The Daily Chron
icle professing to be able to give au out
line of the negotiations between Lord
Kitchener and General Botha, says:
"The chief obstacle to the settlement

"General Botha was generally iu favor
of these conditions but he dissented
strongly from the proposal to give full
privilege of citizenship to properly

also greatly concerned about the position
the Jewish capitalists would occupy in
the country, and was told that Jews and
Christians would enjoy equal rights, no
distinction being made iu the matter of
otifeesions."
