INVITATION
TO MCKINLEY
Governor Gccr Carries Out the Wish of
the Legislature Expressed By Joint
Resolution.
S.u.km, March 15. By senate concur
rent resolution No. 14, tholast legislature
gave a formal invitation to President
McKinley to visit the state of Oregon,
tlio same to he transmitted through
tlio executive department of the state.
Acting in accordance with said tesolu-
turn, Governor ueer yesterday sent me
following lettar to the president:

"I)!ar Sir: Ry the terms of a concur
rent resolution punned unanimously by
the legislature of Oregon at its session
justndjonrned, 1 was requested to extend
to you, on. behalf of the state, an invita
to visit Oregon during your upproaching
trip to the Pacific coast. It is needless
to nssuru you that 1 take great pleasure,
both officially and personally, in com
plying with this request and promising
on the part of all our people an unstinted
welcome. A committee has been ap
pointed by the legislative assembly,
through whom yon and your party will
be shown the courtesies of the state, and
assurance is hereby given that every
moment of your stay among us will be
made pleasant and, we hope, profitable,
us the means of illustrating the resources,
possibilities anil necessities of this
Western coaBt of our great country.

Accompanying the letter is a copy of
the concurrent resolution, which was
given The Telegram at the time of its
adoption. The legislative committee
provided fur, and which was fifed from
both houses, is constituted as follows:

Dr. W. Kuykendall and George C.
Hrownell.
Representatives Speaker L. R.
Reider, A. S. Roberts, of Wasco ; Colonel
J. M. f'oorman, of Marion ; E. I). Briggs,
of Jackson ; Colonel John McCraken, of
Multnomah.

patch suys : Intimate friends of Andrew i
Carnegio say that it is the intention of
the steel master to give at least $25,000,
000 for the erection of buildings and for
the endowment of the proposed technical
school of Pittsburg. It is also declared
by those who have talked with Mr
larnegie that he Intends to make his
school the finest of its kind in the world,
and that it will lend as much fame to
Pittsburg on the theoretical side of the
iron and eteolrnaking a his famous
works have done in actual practice.

who have lately been released by Gen
eral Dewet say they think he is a mad
man. They aver that the terrible fa
tigues tie has undergone, his anxiety and
the intensity of his feelings have unbal
anced his mind. Apart Iroin this view
of Dewet's mental state, some of his pe.
culiarities are that he rarely sleeps with
in the bounds of his camp. He seeks
rest outside with a few trusted followers
Thus the orderlies of his subordinate
commanders are frequently unable to
find him to receive orders. His secrecy
is extreme. He absolutely imparts his
plans to no one. Dewet repudiates the
peace negotiations which are going on.
He declares openly to the men that no
terms except independence will satisfy
him. A recent utterance attributed to
him is that, after the British, he hated
the Transvaalers. The whereabouts of
Dewet during the last two or three days
is unknown, nor is it known whether
President Steyn is with him.
Life Diploma Iteroked.
Salkm, Or., March 15. For the first
tune in the history of the public schools
of Oregon, the State Roard of Education
today revoked a state life diploma on
the ground of immortal conduct. The
diploma revoked waB that iesued to A.
R. Macpherson, of Malheur county, in
189S. He was recently charged by Kosa
Luuibertton with habitual drunkenness,
gambling and the use of tobacco. The
matter was referred to John Howard, of
Malheur county, to take testimony of
witnesses, and after considering this
testimony, the board lound the defend
ant guilty and canceled his diploma.
From the testimony it appears that
Macpherson has been a resident of
Mulheur county for many years. There
are some evidence in his favor but the
preponderance of testimony was clearly
gfaiust him.

TO BE BRIDGED
Railroad to Be Built at Once Dow
North Bank To Be Completed in
a Year.
Pokti.and, March 14.--In the superior
court at Vancouver, Washington, today
Judge Miller decided against the Colum
bla alley Railroad Company in the
proceedings of the Washington and
Oregon railroad to condemn the right
of way of the Portland and Puget Sound
railroad between Vancouver and th
Lewis river. Tins is part of the grade
lying within IClark county. That part
between tho Lewis river and Kalama i'b
in precisely the same legal situation m
Cowlitz county, eo the Columbia Valley
Company accepted the decision also for
that part of the controversy, in order to
avoid the necessity of going to Kalama
There was no appearance on the part
of the Portland and Puget Sound Com
pany, and the defeat of the intervention
of the Columbia Valley Company left
Washington and Oregon people in un
disputed possession of the field. The
jury awarded the Portland and Puget
Sound Company $11,000 for 1714 miles
of right of way.
Manager Price, of the Washington and
Oregon Company, said his company
expected to begin the construction of
the line next week.
He stated that he hoped to have the
road finished within a year, including a
bridge across the Columbia at Vancouver,

Clark, vice-presient of the Westein
Union Telegraph Company, testified be
fore tiie industrial committee concern
ing the relations of tho telegraph com
pany to the public. He devoted much
of his time to the consideration of wisdom
of government ownership of tiie tele
graph.
"Those who base their advocacy of the
system upon its working in Great Brit
ain, Belgium and Switzerland ignore vi
tal differences between the conditions of
these countries and the United States,"
Mr. Clark said : ''In this country there
are only 07 people to each mile of wire,
while there are in Great Britain 130
people to the mile, in Switzerland 220
and iu Belgium 321. In the United
States there are 1,118,086 miles of wire,
and iu all of Europe, 1,585,267 miles.
"All told, there are 29,000 places in
the United States reached by the tele
graph companies, while in Great Britain
there are only 11 SO places thuB reached.
In this country almost 50 per cent of the
postoffices have telegraph connections,
while in Great Britain only about one
quarter of them are thus equipped."
While admitting that rates on local
messages in Europe are lower than in
the United States, Mr. Clark contended
that on through messages they are com
paratively higher.
