acquired a general knowledge of the
character of tho British response. Lord

at noon hy appointment. Ho brought
thu answer with him and read it to
.Secretary Hay. It was in tho form of
instructions from Lord Lunsdowne, tho
liritlsh minister of foreien affairs, to
Lord I'auncefote, and hoMel a copy of
these instructions with heerotary Hay.
Tho secretary and tho ambassador weio
closeted for half an honr. At the con
clusion ol the conference, it was stated

The amendments were treated in de
tail at some length in argumentative
fashion, the purpose of the British
government being to show that it had

tiie note concludes will) an expression of
regret that Btich a course was forced upon
the British government. There wus
nothing in thu nature of the counter
proposition, nor was any opening left
for further action by the British govern
ment. It was stated that if there is to
lie a further attempt to an. end the
Clnyton-Biilwer treaty, so as to authorize
the United States to construct a water
wily across the intimitis, .then it is for tho
United States to make the overtures.

Upper River Transportation Company
has been incorporated for tho purpose of
controlling a line of steamers on the
Columbia river. Tho boats will make
regular daily trips from Priest Rapids to
The Dalles and carry the great wheat
crop of Eastern Washington to market.
The incorporators of the company are J.
M, Russell, George C. Blalceley and T.
A. Hudson. In addition to operating
the Billings and Umatillaon the Colum
bia they will run a line of steamers to
Lewiston, Idaho, on the Snake.
In connection with the navigation of
the rivers a plan ie under consideration
to construct an electric railway through
the counties of Douglas and Lincoln, in
Eastern Washington, and connect with
Spokane. The road will reach all of tho
wheat centers and be used for hauling
wheat to Priest Rapids. There it will
be loaded on steel barges and hauled
down the river to The Dalles. A portage
railway will be used to haul the barges
around the falls and into the Columbia
below, when the boats will be towed to
Portland and the Pacific Coast points for
shipment to the Oriental markets.
The steamer Billintrs, which has been
lying on a rocky bar 20 feet above water
a lew miles below PaBco, is now being
overhauled preparatory to launching for
the upper river traffic. A line of steam
ers will be run from the upper Colum
bia to Priest Rapids and open up the
trade from the great mining districts in
the republic and surrounding country.

Washington, March 11. The answer
of the British government to the Hay
Pauncefote treaty made by tlie senate
was received today by the British am
bassador and communicated to Secretary
Hay. The contents of the document
have not yet been made public, but it
probably reflects tlie earnest will of the
British government to have the Nic
aruguu waterway international in char
acter iriBtead of confined to the United
StateB.
The British answer is a dignified but
complete rejection of the senate amend
ments and it leaves upon the United
States government the responsibility for
any further action that may be deemed
expedient.

had arrived for a meeting yesterday, at
which he was to give an exhibition of
his alleged divine healing powers, "Rev
James McLean, commonly called
"Schlatler, the healer, "was placed under
arrest by detectives and locked up at the
station, and booked as a faker. Schlatter
claims divine power in the healing of
tho sick. All day yesterday streams of
people found their way to the place
where he was to heal tbem, but when
they found he had been arrested, many
went to the jail, and there nsked admit
tanco to his cell, so that they might be
healed. No one was admitted. One
woman drove to the jail in a carriace,
with her crutches by her side, and
begged for admittance, but was refused
(Schlatter is known in Portland, as he
gave two public exhibitions of his
healing art in this city. The first ex
hibition was held at the Marquam Grand
and was free, but the second at the Ex
position Building cost the public two
bits each admieeion, and another quarter
of a dollar for a reserved seat. While
here thousands uent to see him,
particularly during the free engagement
at the theater. He healed or alleged to
have healed twenty-five people on the
stage of the Marquam Grand. Whether
the cures were bona fide or not is a
matter of dispute. The man laid to
wonderful powers, although he denied
that he was a divine healer. He ex
plained that he had nothing to do with
the cures and that he was unable to al
leviate pain unless the afllicted person
believed in prayer. He also disclaimed
connection with the Schlatter who was
so extensively boomed iu Denver a few
years ago aud about whom so many
strange accounts were circulated through
out the country.
The method by which Schlatter healec'
people in Portland was simple. He
washed hie hands in a basin of water and
then placed them upon the head of the
patient, praying to himself at the same
time. After this was done for a few
minutes the patient, in a majority of
instance, would jump up and declare
that all pain had departed. A long gray
beard und long hair adorned his head,
giving him the appearance of a cowboy
after several months ou the range. He
registeied as Rev. Charles McLean at
the St. Charles Hotel, which place he
left two weeks ago for Puget Sound.)
