Ni;w YoitK, Jan. 28. Major Edwin McNeill, formerly receiver and then president and manager of tho 0. R. & N. Co. at Portland, died here this morning at 5 o'clock. Ills biother, George S. McNeill, was with him. The interment will be at Litchfield Conn., Wednesday. Edwin McNeill waa bom December 1, 1S5G, M MiR'on, Ga. He was educated at the West Point Military academy, and entered the railway service at the ape of 2-i, making that hia career. Before coin ing west, in 1890, he held numerous responsible positions with eastern rail roiile. From 18S0 to 1SS5 he was Hssiet- aut superintendent Htid euperiutendent of the Shepaug railroad now included !n the New York, New Haveu it Hartford. In 1SS5 he accepted the position of general superintendent of the ilartfoid & Connecticut Western lUilroad, wliich he held for three years, then accepting tue presidency of the Shepaug, Litchtleld & Northern railroad. From December 1, 1SSS, to August 1" 1S90, he wus elation eii at St. Joseph, Mo., ae general manager ol the St. Joseph & Grand Island rail road, lie came West in 1SSH) as general manager of the Pacific division of the Union Pacific system, taking up his residence in Portland. From January, 1S91, to June, 1892, he was generul super intendent of the Pacifi.t division of the Union Pacific, after which he became connected with the Iowa Central railway as assistant to the president. From March, 1893. to July, 1894, he tilled the position of general manager of that road, then reluming to Portland as receiver of the 0. It. & N. Co. August 15, 1S9G, the receivership was terminated, aud Major NcNeill became president and general manager for it year. Then he retired from the railroad business, aud since the tltno has busied himself with Iiih mining iiiveitinents, chiefly on Trinity river, in Northern California. He visited PortUiid last May. The act declares that the judgee are incompe tent only when pecuniarily interested in the litigation or related to the litigant. The great criminal and civil codes are almost completed. The hearing on the munic'iDal government bill was finished today and the measure will be enacted Wednesday. Mrs. Carrie Nation, the temperance reformer and saloon' emaeher, and Governor Stanley clashed this morning in the latter'e office, and during an animated conversation over the enforcement of the liquor law of the Etate the governor was eo ungallant as tentatively to accuse the temperance crtiBader of fibbing. When Mrs. Nation Bwooped down on the capital today there was great excite ment. "I hove been doing your work in Kansas," said Mrs. Nation to Governor Stanley, "for a mouth and now come to turn the job over to you" When the governor said he did not approve of her methods he was asked to suggest better ones. Declining, the woman declared him to bo dishoneet und a law breaker. "You aie not in a woman's place," re torted Stanley "and tell wtiat is not. true if you say I am not doing my duty.,, The executive got her out of his office by telling her to go to the'attorney gen eral und tell him the governor said he waa to do hia duty in the enforcement of the prohibitory laws. Because he had w ringed a young girl in Minneapolis some few years ago, Frank H. Hanley, of South Seattle, aud a bridegroom of but five hours, swallowed a doee of strych nine yesterday, at his rooms in a North Seattle lodging-house, and expired in the arms of his bride. With his last breath Hanley managed to gasp out to the terrified woman : "I am not worthy of you." Then he fell into her arms and life was extinct. Hanley came to this city eome nine months ago, and went to a farm south of the city, where he secured work. There he became acquainted with Mrs.Brieden stein, a widow, with whom befell in love. The Crown Prince of Germany, Frederick William, was invested with the Order of the Garter today by King Edward VII. The investiture occurred in the council chamber of Osborne House, and was a brilliant function. The high officers of the household, military and civil func tionaries and the emperor's entourage, including a party from the imperial yacht Hohenzollern, were present, all in full uniform.
