Washington-, I). C, Dec. 17. Peter Johnston Otey's speech upon tobacco ranks easily first of the oratorical efforts made thus far in the present session of congress. It was short and funny and full of curious information. Mr. Otey comes from the tobarco-growing section oi Virginia. His home 19 in Lynchburg, where tobacco factories and tobacco warehouses are thick in the business center, and where there is a marked odor of tiie weed in the atmosphere the vear round.
