A preliminary convention between

"Article 1. Laying siege to tbo lega

"Article II. China admits her liability
to pay an indemnity for the various

examine and present all claims for a
final consultation and settlement.
"Article III. As to future trade and
general International relations, each
power should designate bow these mat
ters are to be dealt with, whether tho

Any of these plans may be adopted uud
when China has approved them, special
regulations can be made in each case as

home here, said of the China problem :

A CONFESSION

Waived Examination This Morn
ing His Victim is Conscious But
Probably Cannot Live.
Sai.k.m, Oct. 24. Clyde Vaughn, who
attempted to murder Lulu Jones, at Jef
ferson, yesterday, and escaped to the
woods, was captured last evening about
two miles from Jefferson, in the direction
of Marion, by Frank Libby, a farmer,
who Law the fellow nnd headed him off.
He confessed "to the crime, but gave no
motive for it.
He says when Bhe came out of the
schoolbouse he tried to persuade her to
go into the baeement with him, which
she refused, whereupon he struck her a
blow with his fist, stunning her. He
then made up his mind to kill her, so be
dragged her into the basement and
struck her with the poll of the ax.
An erroneous report yesterday was
that the girl was 16 yearB old and Vaughn
18 years, but it transpires that she waB
only 14 years of ace, while he is nearly
21 years. He is a morose, Btubborn, un
sociable young fellow, subject to fits of
melancholy. He has been Insanely in
love with this girl for two years past,
but she paid no attention to him.
Tbo district attorney filed an informa
tion in JuBtice Johnson's court, at Jef
ferson, charging Vaughn with attempted
murder, and bis preliminary examina
tion takes place today.
Jeffereon and vicinity is In a state of
great excitement over the terrible crime
and if Miss Jones had died last night,
the probabilities are the Btate might
have been saved the trouble of a trial.
Jefferson, Oct. 24. Clyde Vaughn,
the murderous assailant of Lulu Jones,
was arraigned thiB morning before Justice
Johnson, charged with atsault with a
dangerous weapon. He waived examina
tion, was committed to the county jail,
and was immediately taken to Salem tn
a carriage by Constable Blackwell.
This charge is preferred simply to bold
him, awaiting the lesult of the girl's
injuries.
Miss Jones is still alive, but in very
bad condition, and it is thought she Ib
making a heroic battle for life. She baa
sufficient consciousness to recognize
members of the familv and talk a little.
Ai.iiA.sY, Oct. 24. Lulu Jones, the
little 14-year.old Bchool girl who was
struck in the head with an ax by Clyde
Vaughn, the janitor of the Jefferson
public school building, is Btill living, but
the physicians ey she will not live long.
Miss Jones was well knowu in this
city and was a bright youag lady. Her
sister is a teacher in the Albany public
schools. Louis Jones, of the Corvallis &
Eastern Hallway, is a brother.

Nkw Yokk, Oct. 24. Lord Salisbury's
explanations of the motives of the Anglo
German alliance will find a sympathetic
hearing at Balmoral, says the Tribune's
London correspondent. It is a current
sayiog that the only person of whom the
German Emperor stands in awe is his
grandmother, Queen Victoria. He is In
fluenced by her, and she has a strong af
fection for him. Her sympathies have
have always been excited wiien ungianu
and Germany have been working to
gether in diplomacy.
The two governments already had a
secret understanding respecting African

Anarchists to Welcome Km in a Goldman,
New Yokk, Oct. 24. The various
groups of anarchists in New York are in
a flutter over the announcement that
Emma Goldman, the woman anarchist,
who has been engaged in a propaganda
throughout Europe for about a year,
will return to New York about tho
middle of next month. Her return was
hastened by the authorities stopping a
proposed international convention of
anarchists in Europe, at which the dif
ferent groups of "reds" were to have
given their ideas on the "propaganda of
deed," which the counseling of violent
measures is called, American anarchists
were to have been represented at the
convention by James Morton, of San
Francisco; William and Lizzie Jones, of
Chicago; Dr. Colin, of Chicago, and
Emma Goldman.
Meetings of committees are to be held
to arrange for au Itinerary for Emma
Goldman, who is going to deliyer ''an
archist lectures" all over the Uulted
States when she arrives here.

Nkw Yokk, Oct. 24. One of the most
novel musical features ever attempted in
this city is being arranged for Friday
night, at Madison Square Garden, for
the demonstration in Governor Roose
velt's honor. A score or more of bands
will unite in playing "The Star Spangled
Banner," and the time will be beaten
for all the bands in Bight of Madison
Square by a searchlight on the tower of
Madison Squaie Garden. This giant
baton of light will be manipulated by
an experienced musical director and the
volume of iuiibIc is expected to be some
thing extraordinary.

Canton, Oct. 24. According to official
reports, all the cities in the Hui Chow
prefecture are still holding out, the
rebels confining themselves to capturing
villages uud slaughtering Isolated bodies
of imperial troops. The rebels uro actively
recruiting and are now estimated to
number 10,000. Theie has been no
pitched battle. Tho Chiueee general
comuiaudlng at Hui Chow is afraid to
leave the city for tear of being cut off.
