"01 thu whole eight weeks of terrible
anxiety nnd dread," said Miss Payne,
"three nights stand out with special
prominence. They ure spoken o! by the
besieged as 'the three terrible nights.'
Tiio timt was juut before the siege
about June 17th or 18th. Thut was
while we were in the American legation.
Wo went iuto the British legation com
pound on June 20th. The night I speak
of was one the foreigners will never for
get. All night long went up terrible
iee, howls nnd Bhouta of thousands
uPon thousands of Chinese crying for
the blood of the foreigners.
"The second terrible night was ubout
the middle of the siege, when, niter
three or four days of muggy, sultry wea

Washington, Oct. 2. The Chinese
minister has delivered to the state de
partment oflicial confirmation of the
degradation of Prince Tuan nnd many
other Chinese leaders. The following
oflicial statement is made as to Minister
Wu's dispatch :
"A c.tblegiam received from Director
General Sheng, at Shanghai, states that
by imperial edict, issued on September
23th . l'rince Chwang, Prince Yib, Sec
ondary Princes Teal Lten aud Teal VIng,
aro deprived of all their respective ranks
aud decide upon a severe penalty, and
liia salary is to bo stopped; that Duke
Teal Lan and the president of the
ceusorate, Ying Men, are lianded over
to the said board, who shall consult and
decide upon a severe penalty; aud that
Kang Yi, assistant graud secretary and
president of the civil board, and Clio
Shu Chiao, president of thu board of
punishment, are handed over to the
board of censor, who shall coneult and
decide upon a peuulty.

Herald from Valparaiso says: It iaesti
mated that the amount of money alleged
to have been embezzled bv the former
Spanish Minister, Salvador Lopez y Gui
jarro, is more than 100,000. The money
belonged to Spanish subjects, who are
very indignant. Lopez received the
funds from the Chilean government to
pay damages sustained by Spaniards
during the revolution of 1801. Ho hav

the minister disappeared, without pay
ing a cent to tiie claimants.

business center of Valparaiso. The Ioes

Chang has abandoned bio decision pro
ceed to Pekin, and, it is announced, be
gin negotiations with the Russian min
ister to China, M. do Giere, upon the
latter's arrival at Tien Tsin.
General Chaffee has designated the
Ninth infantry, the third squadron of
the Sixth cavalry and battery F to re
main at Pekin. Ho estimates that it
will take a month to get the American
troops out of China.
Washington, Oct. 2. The state de
partment is in receipt of a dispatch from
Minister Conger formally announcing
the withdrawal and departure of the
Kussian legation from Pekin.

and railroads are expected to burn
Ameiicau smokeless eoft coal in the
near future. Negotiations for tho sale
of 500,000 tons of tho American product
have practically been completed be
tween u Chicago flru of bituminous coal
mine owners and operators and an
agent of a London brokerage linn, who
is now in this city.
The purchasing parties will send their
own transports to carry the coal. Tho
present deal Is one of tho largest on
record. It is believed that it marks the
beginning of u regular demand by Brit
ish concerns for American coal.

naval estimates for 1001 show a total of j
97,097,000 roublep, an increase of 10,000-1

is intended to strengthen the fleet, three
million for harbor work at Libau, two
millions to be expended at Vladivostock,
and three millions at Port Arthur.
