New York, July 20. A dispatch to
the Tribune from London says : The
campaign in South Africa has taken an
unexpected turn. Lord Roberts' army
has advanced to Bronkhorst Spruit,
about half way between Pretoria and
Middleburg. He in leaving Pretoria and
Johannesburg under estrone guard, and
acting on the theory that the Boers pro
Gt by hie halls and lose whenever bis
columns are in motion. The Boers have
attempted to thwart bis plans by raids
west and north of Pretoria, and to hold
him back by hanging on hie flanks, just
as they did when he set out from Bloem
fontein to Pretoria. ,
He has again nuelied ahead, and
I striking for tiie gateways'to the Lyden
burg district, leaving Lord Methuen and
General Baden-Powell to suppress the
raiders iu the western district and Col
Broadwood to pursue General Dewet
across the Vaal.
It is not clear whether General De
wet has made a fresh haul of 200 prition
ers belonging to the Welsh Fusiliers near
Rooderval, or whether this incident is
an amended form of the previous ac
count of the capture of 100 Highlanders
The situation is nioet confusing, and
veterans are shaking ttieir heads over it,
but apparently Lord Roberts has decided
that the best methoa of suppressing
guerrilla warfare is to follow the railway
toward the entrance to the Lydenburg
district, and to cut off Boer communica
tions with the only remaining base of
supplies at Delagoa Bay. The plan is
a hold one, since commandoes of raiders
are prowling about in many directions,
but Lord RobertB counts, without doubt,
upon effective eupport from Sir Redvers
Buller, and also upon the paralyzing ef
feet of a renewal of the advanc3 toward
Mr. Kruger's last stronghold.

London, July 27. The Canton corre
SDondent of the Daily Telegraph, in a
dispatch dafid Wednesday, says :
"There are daily arrests of Boxcre and
smugglers caugtit loaded with arms and
ammunition. Executiou quickly follows,
but the rowdy element remains practi
cally undismayed. In the country dis
tricts the people are more threatening
and bolder than In the city. Inflamma
tion placards are freely posted, such as
the following:
" 'We, the Chinese children of the
sages, are faithful and filial as well as
modest. How does it come to pass, then ,
that any of us can bo far forget himself
as to become the proselyte of a barbarian
religion. Tens of thousands of native
converts have been killed iu North China
and their houses and possessions de
stroyed. Because of thin, all tho coun
tries of the world have sent soldiers to
Tien Tsln to protect the converts. This
they have failed to do. The mission
churches, the foreign consuls and all
the barbarblan troops have been slaugh
tered, just as you kill chickens and dogs.
By following the doctrines of these i
renegades and foreigners you have for
feited your rights as men. We warn j ou
at once to fly to sate hiding places, while
vet there is opportunity.' "

any attempt at legislation. George W.
Hume, the veteran ealmon-canner, says
he believes traps and wheels have no
right on the river, which is the common
proper ty of all, and not to be monopolized
in the matter of taking fish by any class
of people. Other men of prominence
and experience and hold the same view,
and it i9 believed here that the legislature
will paes the bill, which will be offered
by the delegation from Clatsop.

AsroBiA, Or., July 20. The agitation
against fish wheels and traps is assum
ing large proportions, and there is now
little question that the legislature will
piss a bill abolishing those appliances.
It has been made plain to everyone in
terested that tho wheels prevent uatural
propagation, being located near the
spawning waters, aud that the traps
catch the young Hub, making big sulmon
an impossibility.
Several members of the Multnomah
county legislature delegation have been
iu Astoria during the past week inquir
ing iuto the situation. With Representa
tives Allen and Habn, of Astoria, they
have carefully studied the situation, and
are convinced that immediate steps must
be taken if the industry is to be pre
served. The packers, too, are beginning

respondent of the Daily Telegraph, tele
graphing yesterday, says:
'Li Hung Cnang now states that some
of the members of the legations have al
ready left Pekin, and may be expected
shortly. He is becoming angry at the
skepticism of the consuls. The im
pression is gaining giound here that the
ministers of the powers to China lias
applied for mediation may be still alive.
The representatives of trance, Japan,
Russiaaud the United States have visited
Li Hung Chang, but the others still keep
aloof.
Meanwhile active preparations in the
Yaugte regiou for war are iu progress,

Chinese soldiers and Boxers, disguised
as coolies, are arriving here daily. The
arsenal is lull of arms, and supplies are
constantly coining in."
The Hong Kong correspondent of the
Daily Express wires as follows under
yesterday's date:
"An Italian priest has just arrived
hero from Hen Sin Fu, southern Honan,
where the Italian bishop and three
priests have been massacred, after re
volting torture. This took place July
4. Six hundred converts were massacred
after the women hid been subjected to
hideous brutalities. Six other priests
fled to the hills, where they were proh
ably killed. The priest wiio escaped
made a perilous journey to Hong Kong.
He hid in a coflin on board a river boat
for seventeen days."
