LABOR TROUBLES

Chicago, June 15 Sympathetic strikes
are to be a thing o( the past if a plan of
arbitration can be agreed upon by the
liuilding Trades Unions and the asBoda
tioiif iitlliliated with the Building Con
triu.turfl' Council. A declaration to this
effect will come today from the delegates
who participated in the joint conference
with the contractors on Tuesday and
Wednesday, und who were in secret
caucus all day yesterday debating a plan
of settlement of the labor trouble.
It was agreed practically by the dele
gates that the demand of the contractors
for abolition of the sympathetic strike
was one which could be granted without
detriment to the cause of labor, and tho
committee was appointed to prepare a
resolution which would give formal ex
presBion to this sentiment. A subcom
mittee wi'.s formed to draft acommunica
tion to tho Building Contractors' Council
on the name subject.
The subcommittee will send to the
Uuilding Contractors' Council today a
general Btatenientjof the position of the
delegates on the sympathetic striko
question. It will declare, as near as can
1j learned, that sympathetic strikes
eliould be abolished. At the same time
tliu subcommittee will reatllrm the deter
winntlon of union labor to preserve the
liuildiug Trades' Council.
The arbitration plau which lias been
drawn up provides for the established of
permanent arbitration hoard, and aldo
board of appeals, which shall act

strategic position of some importance, as
the town is not only the terminus of an
other railroad to Johannesburg, but it is
within eacy reach of the KroonBtad Vir

The Cronje who surrendered the place
is a son of the famous general. The son
was prominent during the siege of
Mafeking. Apart from the tact that
Lord Koberts' dispatch came direct from
Pretoria, Bhowing the telegraph is re
opened, tho only other point of interest
is tho fact that the Boers whom General
Methuen wbb reported to have so utterly
routed have recuperated sufficiently to
attack a reconstruction train.

Tribune from Victoria, B. C, says:
News is brought by steamer of the battle
which occurred on May 20 south Paa
Ting Fu. After seven hours' fighting
the Chrislains succeeded in defeating
and routing tho Boxers with a Iocs of
seventy killed, tho victors having one
killed and sis wounded.
It seems that a mob of 2000 Boxers at
tacked tho Konian Catholic villagee, near-
Iv nil converts of tho Koman Catholic
mlssons, who had anticipated the attack
and were all armed, whereas the attack
ing Boxers were armed only with iron
bIiow poles, hatchets, clubn, stones and
knives. Tho Boxers came right on into
the gales of tho city, which were left
open, anda3 they entered, carrying their
(lags with yellow ground and red border,
and their jo8f.es In a big car, tho
villagers poured in a heavy fire from
some of tho near-by liousee. Attack
after attack was made, and every time
tho attacking Boxers were carried back.
At length, after seven hourt' fighting,
tho rebels fled in disorder. Tho villagers
afterward counted no lees than toveuty
dead Boxers, besides many wounded.

Admiral's Friends Hope He Will Re
tire From Politics.
Washington, June 15. Universal
hope is expressed here that Admiral
Dewey will hereafter remain out of
politics, even though his withdrawal
was accomplished in a very bungling
manner. Had he boldly faced the situ
ation and assumed the responsibility
for his announced candidacy, and open
ly accepted the rebuff, he would have
partially re-established himself with
the American people, but in blaming it
on certain "leaders" whom we know not,
"thanking God the people don't want
him for president," and, in the next
breath, saying "the people do not select
tho president," showB lack of grasp on
matters political and stamps him even
more deeply than before as a political
failure. Dewey failed to grasp bis op
portunity when it was offered. He can
never recover it and his friends hope he
haB learned that lesson.
In speaking of the China situation,
Admiral Dewey says the outcome will
be the adoption of the American policy
of open portB for American commerce on
equal grounds with all other commercial
nations. He eayB the results of the
Spanish war make this possible, and de
clares most emphatically that he is a
thorough expansionist and that the
acquisition of the Philippines alone gives
us our present stand in the Orient.

of commons, Thursday, a bill was intro
duced by tho Premier, raising the poll
tax on Chinese from $50 per head to 100
per head. Sir Wilfred Laurler also
promised to appoint a royal commission
to investigate tho whole question of
Chinese and Japanese immigration and
report Hb findings to tho imperial
authorities.
Mr. W. S. Whedon, cashier of the
First National bank of Wintered, Iowa,
in a recent letter gives some experience
with a carpenter in his employ, that
will bo of value to other mechanics.

San Francisco chinamen Win.
San Francisco, June 15. In the
United States circuit court, Judge Mor
row rendered a decision in the case of
Jew Ho against the board of health of
this city, dissolving the general quaran
tine of Chinatown, enforced by the
board of health, owing to the alleged
exietence of plague in the city. Morrow
held that the qnarrantine was dis
criminatory in its character.
Regarding the evietence of the plague,
Morrow stated that he was not qualified
to pass judicially on the question, owing
to the conflicting testimony of physicians,
but that if it came within his power to
decide in the matter, he would declare
that plague does not, nor has not,existed.
