says : "In some few of the reserves
grazing can ho permitted without in

are better adapted to grazing than for
forest purposes." He points out that
the secretary is permitted to sell timber
products, it is equally rational to pro
vide n charge for grazing. The bill ib
aimed directly at the Cascade reserve of
Oregon, and tho Eninier reserve of
Washington. Although general in its
provisions, it will meet much opposition,
and its passage 1b very doubtful.

was opened at noon today. Paris was
early astir, with people winding their
way toward Elyeee and In the direction

part of its journey. All public buildings

decorated with flags, chiefly tricolor.
Tim neighborhood ot the exposition was
especially gay with bunting, while most

Within the grounds this morning all
was hustle and animation, with a su
preme effort to clear away all unsightly

occasion to teBt the efficacy of Chamber

Herald from Washington says: Secre
tary Hay has formally notified the
Madrid government that the United
States cannot accede to its claim that
Sibti tit Ieland and Cayayan Su!u, of the
Philippine archipelago, belong to Spain.
This action was taken in the light of in
formation in the possession of the
authorities, showing that Germany is
taking a deep interest in tho controversy.
It is likely that the Spanish govern
ment will endeavor to answer the Ameri
can note, nnd perhaps will go so fur ns
to object to arbitration of tho claims. It is
altogether uulikely that the administra
tion will consider any propositions of
this character.

Stephen Crane Dying.
London, April 14. Poor Stephen
Crane, who is lying at the point of death,
lias for the past year been occupying one
of the oldest houses in England. It Is
situated in the loveliest part of Sussex,
and is owned by Moreton Frewen. It is
called Bredo Placo, nnd wns built in 14C0.
In reality it is a miniature castle. There,
with straw littered over the stoned
floors, with huge old fireplaces burning
brightly, nnd with everything as in the
feudal timcB the man who wrote "The
Red Badge of Courage" has ben turning
out books and magazine stories with an
industry for which few who knew him in
tils younger days gave him credit.
Though perhaps the most American
of all the Americans in England, no one
in English literary circles is spoken of
more lovingly and admiringly than the
the author whose career threatens to end
before he reaches his 30:h year. His

Ore Worth WISOO to the Ton.
Kai.ama, Wash., April 14. Assays of
ore from ttie newly discovered Darnell
mine at a depth of thirty feet show
values of $299 in gold, )S in silver and
$12.00 in copper. The people of this
Bection are greatly excited. MeBsrs.
Yeck and Stevens, of Tacoma, who have
obtained a half interest in the mine, are
now pushing development work night
and day, as former prospecting was
done by drill. The preeent shaft is 5x8
feet, and 10 feet in depth, and assays
$1200 a ton at this depth. This is the
only tellurium ore discovered in this
state, aud experts declare it to equal if
not exceed that of Cripple Creek.

Chicago, April 14. Bryan Democrats
have dtcided to welcome Admiral Dewey
into tho Democratic party. Such is tho
position officially outlined in today's
issue of the Democratic press bulletin.
"We may accept the Admiral's i'e:lara
tion of his political faith as indicating
that he is with tho Democratic party at
least on an overwhelming minority of
the issues it haa taken up," runs the
article, which is from tho pen of Willis
J. Abbott, bead of the Democratic
Literature Bureau. "This is a most
gratifying fact. It indicates that ebould
the Deraocraic party, after mature de
liberation, deny the Admiral the nomi
nation which he seeks, it may neverthe
less count on his hearty co-operation
and his influence in behalf of its efforts
to end tho evils of McKinleyiam by end
ing the reign of Emperor William."
In commenting on the purpose of his
article, Mr. Abbott Eaid: "We are
natural! p delighted at the prospect of
such a distinguished acquisition of our
ranks as Admiral Dewey, but of course
we expect the Admiral to 'play fair' and
accept the good old Democratic doctrine
and abide by the result of an honest
Democratic convention."

the Idea of Trusteeship and Is

The name trust, which Is popularly
applied to all these large aggregations
of capital, was somewhat accidental in
its origin, writes President Iladley, of
Yale, in Scribner's. It has, however, an
appropriateness which few' persons
realize. The managers of every con
solidated enterprise, whether based on
a contract, a trust agreement or an
actual consolidation, are exercising;
powers to benefit or injure "the public
which are analogous to those of a trus
tee. It has been said that all property
is, in its wider sense, a trust in behalf
of the consumer. But where competi
tion is active, the power of using your
business methods to impose high prices
is so far limited that the chance for
abuse of this trust is greatly lessened.
It is only in the case of large com
binations, with their discretionary pow
er for good or evil, that the character
of the trust reposed by society in the
directors of its business enterprise
makes itself really and truly fell. With
these trusts, as with every other trust
that deserves the name, it is hard to
provide legislative machinery which
will absolutely secure its fulfillment.
The ability to handle any trust is the
result of a long process of legal and
moral education. We cannot make a
law which shall allow the right exer
cise of a discretionary power and pro
hibit its wrong exercise. But it. is pos
sible to modify the existing law in a
great many directions, which will
hasten instead of retard the education
al process. Thus far most of our statu
tory regulations have been in the wrong;
direction. We have attempted to pro
hibit the inevitable and have simply
favored the use of underhanded and
short-sighted methods of doing things
which must be done openly if they are
to be done well.

The innovation of a nursery car upon
our railways or, at any rate, upon the
long-distance trains would be an in
stitution hailed with delight by all men
and most women, says the Cincinnati
Enquirer.
How many men who do not them
selves smoke invariably travel in a
smoking carringe because there they
feel more secure from an invasion of
children and babies than in any other
part of the train.
Babies form a class entirely by them
selves in the category of unpleasant
traveling companions, and there are
probably few who at some time In their
lives have not had experience of the
noisy, sticky-Angered, peppermint
fcuoking, deur little children, who tram
ple on your toes and deposit luscious,
half-sucked gobs of taffy on your trous
ers in their endeavors to reach the win
dow to put their heads out, whence
they are promptly hauled back by anx
ious mothers or nurses, and cry, or the
babies in nrms who placidly assimilate
milk from a bottle until jolt of the
train makes them choke, huvingnt that
moment more nourishment than they
can possibty deal with; or the inquir
ing child who plays with the hinges of
the door until the guard slnms it; or
the child who is perpetually feeding,
and throughout the Journey sits in a
semitorpid state sucking oranges, the
all-pervading odor of which fills the car
ringe. Babies are nil very well, but a baby
in a railway carriage, like a bull in a
cli in n shop, is out of place.
