They are not quite ready to swallow that
principle of tin- Populism. The declara
tion in regard to the Philippines is
thought to havo been very ill-advised
and short-sighted, na it can by no potaible
means be popular in this country.
Jones of Arkansas says that he does
not ehnre in the indignation of some of
lih Democratic friends, and considers
the platfurm upon the whole a fair de
claration of Democratic principles. He
and a numbur of other Democrats say
that it does not necessarily follow, be
cause tiie Nebraska Democracy adoptB
the platform, that it will be reaffirmed
at Kansas City, although Bryan's
personality will dominate the convention
to such an extent than any platform
that lie approves is almost sure to go
through.
Kx.Governor Campbell, of Ohio, eays
' that the hope of the eastern Democrats
has been that a conservative plutform
would bo adopted and Rome Democrat
like Whitney or Gorman be solcctcd.
In that event , there would be a possibility
of carrying Now York, New Jersey, Del
aware, .Maryland, West Virginia and
Connecticut. Without most of these
Hates, be says, it is Impossible for the
Democracy to win, and the Nebraska
Platform means none of these states can
1 carried, nor will it be possible to

the Social Democracy will, tie feels sure,
poll in the middle western states.
The people in the far western stateB,
continued Mr. liliss, are growing tired of
new parties, and many are thoroughly
disgusted with the Populist party, whose
machine is corrupt. Although Debs
spoke to packed houses in Las Angeles,
and wob warmly greeted, the feeling
against new parties was predominant,
and tiiere was a great inclination toward
Bryan. Bryan, the lecturer believed,
would get a tremendous majority in the
far western states, but Debs would get
an overwhelming vote in the middle
western states and the East, with the
result that McKinley would be elected.
At the same time, Mr. Bliss noticed a
great feeling of unrest in the west, and
lie believed that tho people were prepar
ing for BOino great movement. The
farmers were thoroughly tired of the
trustB, as they were entirely at the
trusts' mercy, and had to buy and sell at
the trusts' prices.

the last proclamation that I have sent
some columns in various directions to
register their names and take over their
arms. A cavalry brigade has gone to
the eastward to Thanannbu, and a de
tachment from Springfontein haB occu
pied Smitlitleld, where some Trane
vaalers and a wagou with arms and am
munition were captured.
"The ScotB Guards are at Edenburg
and Kendenburg. General Clement's
brigade is marching hither by way of

Nkw York, March 22. A eptcial to
the Herald from Washington says:
There are good reasons now for believing
that Great Britain will accept the Davis
amendment to the Hay Pauncefote
reaty, under which the United States
hall have the right to place the same
safeguards around the Nicaragua Canal
as the British government enjoys in re-
ipect to the Suez Canal. It was strongly
utimated to your correspondent by a
diplomat usually well informed, that
Great Britain, with some show of re
luctance at first, will in the end accept
tho amendment. Tho informant also
expreesed the opinion that all of the
uronenn nations will join iu the neu
trality agreement contemplated by the
treaty, notwithstanding the Davis
mendiuent.
Senator Davis will urge consideration
of the treaty at an early date, as it is ids
belief that Great Britain will agree to
he amendment. The object of the Davis
amendment is in effect to place in the
hands of tiie Uuited States the same
authority for the control of the Nicaragua
Canal which Great Britain enjoys In re
spect to tho Suez Cana! that is, tho
United States shall havo the right to
take measures it may find necessary lor
securing by its own forces tiie defense of
the United States and the maintenance
of public order.

Chicago, March 21. Lambert Tree
teturned to Chicago last evening, after a
five months' absence in Europe. Most
of that time he spent in England, where
his interest in foreign affaire, gained
during bis residence as American
Minister at Brussels and at St. Peters
burg, under Cleveland, caused him to
devote much attention to the varied
phases of the Boer war.
"I am inclined to believe," said Mr.
Tree, "that England will impose no very
severe condition on the Boers in the
terms of peace. There dops not eeem to
be any real feeling of bitterness against
the Boers in England, and revenge will
not be one of tho motives to animate
England in the settlement.
"England will undoubtedly insist on a
full acknowledgement of her suzerainty,
and on a more liberal extension of the
franchise and better representation for
Uitlandere, so that they can havo some
thing to say in the taxing power. Fur
thermore, she will insist on the right to
have English taught, especially iu thore
sclioole wiiere a majority of the children
are of English parentage,"
That.these terms will be accepted by
the Boers, nnd they will settle down
quietly again after tho war is over, Mr.
Tree feels assured, a" well as of the fact
that the eud of hostilities is not fat- off.
