Deaa Sanderson of the Eueene Divinity
school. Kev. Sanderson said tiiat Ore
gon was not giving her institution the
proper support. That the churches
should not endeavor to maintain their
denominational ecliooie, hut should lend
their support to the state university
'Where those of ull creeds would meet
and learn to know and have a greater
respect for one another. That the uni
varsity now had a president who was
strong in ability as well as in name
He was sure that the new life that the
university had this year leceived would
next year bring from 400 to 500 students
to the institution.
The PhiloloKian literary society
listened to a prepared address by our
firofesBor of athletics, Chas. Burden.
Prof. Burden gave a summary of the
a-ecorde of the naet thirty or forty years
to the present. Old records are con
tinuously being broken and with one or
two exceptions, the athlete of today is
developing a higher mutcular activity.
One does not see today the pale face
student Deducting his body in trying to
produce an anomalous brain, but both
re beiuc developed together and better
results are beiug expected in holh lines.
The society debated this question :
"Resolved, That ceiiator9 should he
elected by direct vote of the people."

"the normative while V. L. Holt, 0. W.
Wagner upheld the negative. Tho neg
ative received the decision. A com
mittee whb appointed to extend to Pies-
mem renrose, oi whitman college, an j
invitation to deliver a lecture under the
auspices of the eoeiety in the near future.
The Ltureau society debated the ques
tion : "Resolved, That the coutested
ceils of ongretramen and senators
ehoul I he refered to the supreme court."
, Ja. E. Hooker and K. C. Miller upheld
tho affirmative and R. K. Smith and
Condon Bean the negative. The affirm
ative won the decleiou.
The mus'cal students of Prof. W.
Giflbrd Nash gave a public reci'nl at
Villard Hall Saturday eening. Tho
Treble Clef Club also sang a number of
quartet. This was interspersed with
piano solos by Prof. Nnh and Arthur
Fraxer. The tecital was a rate. musical
treat.
The first semeator examinations com
mence Thursday Feb. 1, Hnd continues
autll Friday, the Otli. These are the

Sealed proposals will bo received by
the board of water commissioners of
Dalles Cilv, Oregon, at paid city until
8::0 o'clock p. m. of tho 2(1 day of Feb.,
1900, for twenty-tlve thousand dollars;
and twenty thoirsand dollars of refund
ing water bonds of said city, (as it is not
settled as to whether the total amount
of bonds will bo $25.01)0 or fr'JO.'OOO) au
thority is extended to tho said board to
IsFtiii refunding water bonds in the sum
of $25,000, but it found not to bo neces
sary, tho Issue will bo for no moro than
$20,000; and at a rate of interest not ex
ceeding four per cent per annum pav
able twenty years from date of issue,
interest payable semi-annuallv, pilnci
pal and interest payable in gold coin of
tho United Statep, at any city therein,
at the option of the buyor.
The bonds mentioned will bo issued
under the provisions of tho several leg
islative acts of the state of Oregon, ap
proved Feb. 2G, 1885, Feb. 19, 18S9, and
Feb. 14, 1895, and in purBUanco of an or
dinance adopted by the common council
of Dalles City, approved January 25,
1000. Tho proposed refunding water
bonds are intended for the redemption
of outstanding water bonds in the sum
of $25,000 ; but in case tbe board of water
commissioners prefer, It will istne re
funding bonds for $20,000 only, therefore
bidders may make proposals for both
$25,000 and $20,000, and in the denomi
nation of $500 each.
No bid will bo entertainpd for a rate
less than par value of the bonds. Prem
iums and rate of interest will be taken
into consideration in passing on the
value of all bids.
Bidders must deposit with the presi
dent of the board a duly certified check
on some responsible bank equal to 2 per
cent of tbe amount of bonds bid for, or
accompany his bid with cash of such
amount as will equal such per cent of
his hid, and such certified check made
payable to the president of the board of
water commissioners of Dalles City, Or.,
as liquidated damages in case the bidder
shall fail or neglect to receive and pay
for, Bt the office of the city treasurer of
said city, the bonds awarded to him on
hie bid', on or before the first day of
March, 1900.
Attention should be given the fact
that the board will not issue and dispose
of tuoro than $20,000 of such refundine
bonds, unless it shall be deemed neces
sary to do so, but otherwise, if tic board
shall find that it is necessary to issue
bonds in tbe sura of $25,000, it will then
offer and issue the full sum, ($25,000).
The right to reject any and all bids is
reserved by the said ' board of water
commissioners.
Bids should be addressed to the presi
dent of said board, or to the city record
er, Dalles City, Wasco county,' Oregon,
and noted "Proposals for refunding
water bonus."
