PRESIDENT FOR LIFE.
Next year Porfirio Diaz will be
chosen .president of the republic of
Mexico for the sixth time, says the
Telegram. There will he no doubt
or trouble about his re-election, as
would be the case m this country.
Owing to a clause in the Mexican
constitution, he missed a little time
in 1880, his next friend, Gonzalez,
holding the office nominally until the
constitution could be fixed. So, for
about thirty years Diaz has been not
only the president, but the real ruler
of Mexico, and will be so, if he
chooses, till his death. Though now
seventy years old, he is still strong
physically and mentally, and may
live to be as old as Bismarck or
Gladstone did.
Diaz occupies at once an unique
and an enviable position. He is the
only man who has made a pronounced
and continued success of government
in any Spanish-American country.
The result proves that he must be
a remarkable man, one of great
executive ability and almost a genius
in government. His success is due,
if two or three characteristics may
be particularized, to his understand
ing of the people, his conception of
the benefits of foreign capital and
enterprise in the country, and his
military ability. He is courageous
and firm, yet he is essentially (,a man
of the people." Though exercising
almost the powers and privileges of a
dictator, he zealously guards the
interests o! the common people, and
has chosen manv of his advisers from
am on 3 their ranks. Though the re
ligion of the country is Catholic, he
lias not allowed the church to infringe
upon the civil government; though
swift and stern in suppressing in
cipient revolutions, he has permitted
and encouiaged personal liberty in a
high degree.
Encouraged by his statesmanship,
hundreds of millions of dollars from
England, France, Germany, Holland,
Belgium and the United States have
qund employment in .tho develop
ment of Mexico's great natural le
sources, the results being visible in
railroads, factories, development of
mines, and improved agriculture,
employing tens of thousands of the
native people, and rapidly multiply
ing the wealth of the republic.
f With tranquility and prosperity at
home and friendly relations with all
other nations, and having made
Mexico respected and prosperous
above all other Spanish-American
countries, that republic does well to
keep Diaz as its ruler, and it will be
fortunate If, when ho pays tho last
debt to nature, one as firm and strong
and wise can be found to take his
place.

Us It resolved by the Senate, the. House con
curring; That the following amendment to the
Constitution of the State of Oregon, in lieu of
Section Ten of Article Seven (7), be and the same'
is hereby proposed, to-wlt:
SECTION TEN.
The Legislative Assembly may provide for the
election of supreme and Circuit Judges In dis
tinct classes, one of which classes shall consist
of five Justices of the supreme Court, who shall
not perform circuit duty: and the other class
shall consist of as many Circuit Judges as may
bo deemed necess ry, who shall hold full terms
without allotment and who shall take the same
oath as the Supremo Judges.
The Legislative Assembly may create ns many
circuits as may be necessary.

stitution of tho State ot Oregon be and hereby Is

That tho Constitution be amended by adding
Article XIX. as follows, to-wlt:
ARTICLE XIX.
Section 1. The necessary uso of lands for the
coustructl"ii r f reservoirs or storage basins for
the purise of lrilgatlou or for rights of way for
tbe construction of canals, ditches, Humes or
pipes to convey water to t.ie place of use tor any
useful, btiieflcial or necessarv purpose, or for
oralnage, or for drainage of mines or tbe work
ings thereof, by means of roads, railroads, tram
ways, cuts, tunnels, tbafts, hoisting works,
dump or other necessary means to their com
plete development or anv other use necessary to
the complete development of the natural re
sources of the State or preservation of the health
of lis inhabitants, is hereby declared to be n pub
lic use and subject to the regulation and control
of the State.
Section 2. The right to appropriate the unap
propriated waters of any natural stream to ben
eficial uses shall never be dented.
Sectt:n a. The use of all waters now appro
priated for sale, rental or distribution, also of all
waters originally appropriated for priwitouse,
but which, after sucu approprl ition, has hereto
fore been or may hereafter be Eold, rented or dis
tributed, is hereby declared to be ii liiollcuso
anU subject to tt.e regulation and control of the
State in the manner prescribed by law. Rut tbe
right to use and appropriate such waters shall
be subject to such i rovlslous of law for th" tak
ing of private property for public or prlv-tte use
as provided in Section 18, Article 1 of the Con
